Item # / Progress to date / Action required / Person responsible & dateLast Minutes / Mary Gordon (MG) welcomed everyone. Previous minutes were accepted as true and correct. Noother issues were raised with previous minutes.

2. Update from South Canterbury / MS – Grateful to have Tracey Worthington on board taking over PDRP. Met with SJ today to discuss the new documentation.
3. Update from St George’s / MG – Welcome to Wendy, acknowledges Yvonnes contribution. WD – Yvonne has cut down her days (.8) & is heavily involved in Qualilty accreditation next month. WD says she is very passionate about PDRP. 3 portfolios went in last week. A lot of growing interest.
4. Update from Pegasus / KR – Slow but starting to get more activity. Area of struggling for nurses getting their peer reviews done. Providing support. Another study day planned for early June, 70 on waiting list. Good response. Increase in transfers from either CDHB or other programmes. 4-5 in pipeline coming into General Practice.
5. Update from NMDHB / SJ (on behalf of NMDHB) - Stats 35 Expert, 158 Proficient, 127 Competent, SNG 36, EN 10 on Proficient, 19 on Competent. 15 new RN’s on database & 18 who have resigned and been removed. From Partnering organisation couple portfolios from Hospice Marlborough, 1 from Nelson Bay’s Primary Health, 1 from Nelson Region Hospice Trust & 3 from Springlands Lifestyle Village.
Regular support has been provided to Ashwood Park to continue to provide information re: process and clarify expectations around portfolio submissions. Identified 2 champions to keep the PDRP conversation alive & to provide a communication link with Nelson/Marlborough. Teleconference with KR & Bobby Hutton DON Primary Care & Sandy, NC Nelson/Marlborough to share strategies and to improve and sustain uptake. Plan to do another teleconference. Next Assessor Forum is scheduled for 25th June. Evaluation forms being sent out with assessed portfolios and is currently being monitored and collated in terms of feedback.
6. Update from Department of Corrections / SJ (on behalf of DOC) – Providing assistance around moderation for new Corrections assessors.
MG – Used to be Canterbury Corrections, now nationwide. All the prisons throughout NZ are on the programme.
LM – 2 pending with another 4-5 coming.
7. Update from West Coast / VM – Slow start to the year. Thank you to PDRP Canterbury team for coming over and doing education & supporting their programme. Has had a lot of interest, no portfolios as yet. First SN portfolio successful this year and this has encouraged a number of SN & CNM to get on board. Biggest challenge getting performance appraisals done.
8. Update from Southern & Regional / Nothing to update.
9. National Evidential Requirements / SJ – CNM are providing very good bits of evidence, now chasing less & less for information. This year is looking really good so far. Currently have 81 submissions in processes. New assessors are being moderated from the November batch & Thurs 15th – Fri 16th May have new assessor training. We need SN to assess the Expert Level portfolio so getting this sorted.
Post Grad Equivalency Meeting is on 20th May with 1 submission from Southern DHB.
Phil & I have not caught up around the audit of PDRP, 1.2 & 1.5. We have had some preliminary discussions re: putting some of the material onto Moodle but had not been tidied up as yet.
Plenty of training coming up. Current Assessor Training – expectation is they come once yearly to keep updated. Resource Training on 17th June & 24th September.
Busy 1st Quarter – been on the Coast, Invercargill & Dunedin. Good talking to senior staff about the changes.
Currently doing trial of Interim Performance Appraisals – have a sub-committee and looking at that from a non-PDRP & PDRP perspective. Currently going on in Ward 28, Ward 18 & Op Theatre.
Stats – Competent 316, Proficient EN 5, Proficient RN 399, Expert 83, Accomplished EN 39 & SN 14. Altogether in terms of partners (not including Southern) 1396 on our programme.
10. Newsletter / SJ – Reminder to give us information in regards to PDRP perspective from your organisation. Aiming to get out once quarterly newsletter.
11. NetP Portfolios completed online
12. Trial Performance Appraisals
13. Amalgamation with Southern / SJ – Attempting to do e-portfolio through Nga Manukura O Apopo site. Currently finalising what this looks like. There is a lecture next week around how to put this together. The applicant would enter into the site and write their competencies on the site itself, then the preceptors have an account and would access this and then would write up their information. They are then assessed online.
BH – This is quite a process to map out, key things we are trying to work through ie: how the preceptors get themselves loaded on etc. They will have set period of time (8 weeks) to complete peer assessment. Once completed they will have to notify our office, we will then organise a PDRP assessor to go online to assess as well. Currently getting changes ready and adapting PA for the new grads. More detailed email to come.
MS – Will this decrease the amount of assessing time? There is a lot of investment in assessor time to look at large amounts of material.
BH – Criteria requires they have met Nursing Council requirements. It is a nursing council audit tool. Starting with a small assessor pool. Aiming to go paperless – streamline.
SJ – Nothing further to add, still in process.
SJ – We have amalgamated the documentation & had feedback from South Canterbury around check lists and some changes, has been positive. We have informed people by 01/09/14 they have to be using new paperwork – 6 month lead in. If started on old paperwork, they can continue.
Discussion around National portfolios.
SJ – we have been asked nationally to circulate to all DHB co-ordinators for PDPR, we received a letter from NZNO asking whether people were being part of the NZNO PDRP and do they see that there is a need for that in the future. They may be reviewing the relevance of Primary Health care PDRP.
14. Phil Patira Research Cultural Safety / SJ – Discussion around Phil’s research around cultural safety for his thesis. Would Phil be able to use audit/moderation consent for his thesis? Or would he have do go through ethics committee consent? Phil will need his Educational Ethics Committee approval for his thesis. If he was doing moderation for the CDHB around assessors evidence for competencies 1.2 & 1.5 then the moderation consent form would be adequate as this would be seen as a quality improvement process for the CDHB. Because Phil wants this research to be part of a thesis we would need to send out a portfolio that incorporated explicit consent on the research topic. This would be deemed to be a separate process from the moderation process.
15. Practice Discissions / SJ – Discussion had around Expert & Accomplished practice discussions – nationally these are not done as a pre requisite, some people do & others do not. If the evidence is there for an Expert portfolio is it enough to not do practice discussion or continue practice discussions as a routine? It is very difficult to get 5 people in the same room, this is holding up finalisation of portfolios.
BH – Could change the application form to ask whether the applicant would like to have a practice discussion so can opt in or out. More discussions with applicants around this.
No current recognition for achievement of Expert/Accomplished Level – Possibly publish in CEO update each month?
The meeting closed at 1410.
