REPORT

The detailing and development of plans, specifications and documentation has moved ahead in accordance with Councils motion to approve “the redevelopment of the Strathalbyn Swimming Centre…’ on 14th January.

Planning consent was granted on 18th February, with 4 reserve conditions by Heritage SA, mainly relating to appearance and visual impact, within the park and environs. Brown Falconer are working with Richard Woods to satisfy these conditions.

It is anticipated that the full plans and specifications will be completed by the end of March. At this point cost estimates will be upgraded for council consideration. On ground works can proceed as soon as building approval is gained and Council has given final agreement.

Because of the tight timelines for this project it is important to appoint the Construction Management firm, as soon as possible, to allow them to work with the architect and project team through the planning and preliminaries phase. Construction management then provides en site management ensuring safety compliance, sub contractor and quality control and adherence to plans and specifications.

Summary

Candetti Constructions have more experience in pool construction than other tenderers, although all tenderers demonstrate capacity in similar scale projects. It is worth noting that the Strath pool redevelopment is not exactly pool construction (apart from the toddlers) but rather general and civil construction with landscaping elements. Brown Falconer have worked with all the tenderers and speak highly of Harrold and Kite as a firm smaller than the others but with the ability to deliver quality results. Brown Falconer recommends the engagement of the lowest tenderer Harrold and Kite.

The sum of $158,207 is within the preliminary cost estimate of $182,000 for the head contractor. Payments staged over the 30 week planning and construction period, commensurate with work completed.
