FREEDOM OF INFORMATION REQUEST REFERENCE NO: 002357/15
I write in connection with your request for information dated 17/09/2015, which was received by Greater Manchester Police on 17/09/2015. I note you seek access to the following information:
- I request the following information relating to the Mobile Speed CameraOperating on the A666 Outbound, Bolton between the hours of 11:00 - 15:00 on Wednesday 16 September 2015.
- List of equipment being used.
- Details of operators confirming there level of training was up to dateto use the equipment.
- At what distance did the camera Start taking recordings of speeds.
- Log of times as to when the device was operating.
- Copy of technicians notebook detailing checks made to equipment andmaking sure its in full working order.
- When was the equipment last calibrated, is it within manufacturersguidelines and how accurate was the speed readings.
- Was there a video recording device used / can photographic evidence besought of the front of the vehicle. If not, what proof can the prosecutionprovide of the offence being committed.
- Did the mobile camera unit adhere to government guidelines highlighted in Department of transport report in regards to positioning of warningsigns throughout the operating times.
- Make / Model of the Vehicle and did the vehicle adhere to theguidelines on that day to the standard required to operate a Mobile enforcement camera.
Following receipt of your request searches were conducted within Greater Manchester Police to locate information relevant to your request. I can confirm that the information you have requested is held by Greater Manchester Police.
- LTi20.20 Ultralyte 1000 Laser with a Lastec II DVD.
- This information is exempt from disclosure by virtue of Section 40(2) – Personal Information – of the Freedom of Information Act 2000.
- The laser checks the speed of the vehicles and is fully accurate up to a distance of 1km.
- The device was in operation between 12:20 and 13:45
- This information is exempt from disclosure by virtue of Section 32 – Information contained in court records – of the Freedom of Information Act 2000.
- The devices annual verification check was 12th December 2014; a calibration check is conducted prior to and after every session.
- All information is recorded and a copy of a photographic print can be viewed online in accordance with the instructions send to the defendant.
- The Department of Transport guidelines are not a legal requirement anymore and have not been for many years. There is no requirement in law for warning signs to be displayed or any requirement in law to adhere to any guidance in the obsolete Department for Transport Guidance. There is however ample speed limit signage and camera warning signs along the whole length of the A666 St Peters Way prior to where the vehicle was checked.
- The enforcement vehicle was a Volkswagen Transporter High top Van there are no longer any guidelines in effect in respect of the vehicle itself. the vehicle is liveried and clearly signed as a camera enforcement vehicle and was fully and clearly visible at all times.
