Position Overview

As the Consultant, Evaluation and Quality you will be supporting the evaluation of Primary Care Networks (PCNs) provincially and taking part in the reporting and interpretation of evaluation-related data gathered from PCNs, member clinics and AMA programs. You will also support PCN continuous quality improvement, determine effective methods of data collection, participate in benchmarking development and provide integrated statistical data and trend analysis to support evidence-based decision-making.

Travel throughout the province is a requirement, including meetings with representatives of PCNs, physician groups, Alberta Health Services (AHS), Alberta Health (AH) and stakeholders engaged in evaluation at various sites.

This position will report to the Manager, Evaluation and Quality, PCN PMO.

This position provides the opportunity to:

  • Provide evidence-based subject matter expertise and support to the PCN Evolution project, PCNs, AHS and AH on program-based continuous quality improvement, and effective methods of data collection, benchmarking and indicator development.
  • Participate in the design, development, and implementation of provincial evaluation projects requiring rigorous and advanced methodologies, including collaboration in the design of evaluation plans, frameworks and reports.
  • Analyze statistical data and outcome/indicator results in various formats and prepare and present reports and other documents for both internal and external stakeholders.
  • Collect, manage, interpret and analyze data from PCNs to be used for evaluation, planning, reporting and communications.
  • Serve as an expert on methodological aspects of projects and reports conducted within the PCN PMO and by external agencies. This includes providing expert technical support and collaborating with stakeholders to design tools, methods, training materials, logic models, evaluation reports and literature reviews to promote evidence-based practice.
  • Collaborate in the development of proposed indicators and performance measures in support of performance and accountability frameworks.

As an ideal candidate you possess the following qualifications:

Education and experience

  • Minimum requirement is an undergraduate degree, but a Master’s degree is preferred, in Economics, Sociology, Statistics, Evaluation, Health Sciences or Social Research Methods.
  • Five to nine years of experience that includes:
  • Designing evaluation frameworks, logic models, data collection tools, surveys and questionnaires.
  • Synthesizing information from multiple sources and communicating/collaborating with diverse professional stakeholders, both internal and external.
  • Knowledge and experience implementing research (qualitative and quantitative), evaluation and statistical analysis methodologies, as well as performance standards and monitoring measures.
  • Implementation of quality improvement methodologies, PDSA cycles and/or change management projects.
  • Project Management experience/training is an asset.
  • Change Management experience/training is an asset.

Skills

  • Excellent organizational, interpersonal and written communication skills.
  • Research, conceptual and problem solving skills required to design and manage implementation of complex program evaluation, quality improvement and impact assessment projects.
  • Knowledge of privacy legislation (e.g., HIA, PIPA, etc.).
  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Project) and database design and statistical software (e.g., SPSS, Stata, SQL, MS Access, etc.).
