Our mission is to dramatically improve the social and economic well-being of the United States through the advancement of criminal prosecution. The Directors of this foundation have a unique skill seteach possessing the required expertise, knowledge and professional backgrounds in the field of criminal prosecution. The role of the directors, both individually and collectively, is to assist in the development, support and monitoring of eligible programs for which grant funds are awarded.

Funding Opportunity Description

The Karpel Foundation seeks proposals for grant awards from companies, governmental entities and/or individuals who meet any or all of the following three (3) objectives of the Karpel Foundation:

•Reducing the TIME it takes to prosecute criminals;

•Reducing the COSTS necessary to prosecute criminals;

•Increasing the ACCOUNTABILITY of the judicial system.

The directors of the Karpel Foundation accept proposals to this program from all eligible applicants who meet the above objectives. Grant applications submitted must be complete including all applicable documentation and in compliance with the submission information contained in this document. The directors reserve the right to return any grant application request which does not meet these conditions.

Award Information

Grant funds are currently available. At the present time, there is no requirement for maximum or minimum award amounts. The amount of funding available for Karpel Foundation Grant Programs varies depending on the fiscal year.

Projects are generally funded for one year, but the project and budget periods can be a minimum of three months and a maximum of up to two years if a longer time period would yield more significant results. The Karpel Foundation can award a grantee additional funding and extend the period of performance beyond the initial project and budget period under the following two conditions:

•The project evaluation indicates that currently sufficient progress is being made in meeting its goals and objectives; and

•The foundation has available undistributed funds at such time the request is made.

In situations where both of the above criteria are met and the directors make a determination that continued funding would be in the best interest of the foundation’s mission, additional funding may be granted to grantees.

The directors of the Karpel Foundation reserve the right to award less or more than the amount of grant funds requested in the absence of worthy applications or under such other circumstances as they may deem to be in the best interest of the foundation.

Eligibility Information

Eligible applicants include companies, governmental entities and/or individuals who represent society and whose project goals and objectives are in tandem with those of the Karpel Foundation. Any organization, company, entity or individual with a headquarters office located outside of the United States is ineligible to apply for these grant funds.

The Karpel Foundation is committed to an anti-discrimination policy in all of its projects and activities. The Karpel Foundation welcomes proposals irrespective of the applicant’s race, ethnicity, color, creed, national origin, gender, sexual orientation, or disability.

Applicants must provide pertinent information such as mailing and physical addresses and other contact information. All company and agency applicants must provide their employer identification number. Individuals seeking grant funding must provide their social security numbers.

Requests for Reimbursement of Approved Project Costs

It should be noted that this grant funding source is a reimbursement grant. All grantees will be required to submit grant reimbursement requests for approved, eligible project expenditures that have been disbursed by the grantee during the approved grant period. At such time that these requests for reimbursement are received and approved by the directors, the grantee will be sent a check in full payment of the funds previously expended.

EXAMPLES OF funding proposals

Each grant application must identify how the grant will be used and contain specific metrics about the community they will impact and the desired result if the grant is awarded. The grant applicant must also agree to provide ongoing periodic reporting of the end result for at least five years or until all grant funds are used, whichever is later. The Board of Directors will review the reports and will retain the authority to recover unused grant funds if they are not used in a manner consistent with the grant application. The following are examples of grant applications goals followed by the objectives or tactics implemented to achieve those goals:

Example #1:GOAL: Reduce the time to prosecute criminals

a. Research shows it currently takes approximately 1 year to prosecute a felony in XYZ County (specific metric)

b. $20,000 would afford the purchase of desktop scanners for 30% of our staff as we plan to no longer rely on file folders to try cases within 12 months

c. Eliminating file folders so that information is always available in court will reduce the time necessary to prosecute a felon to 6 months (end result)

Example #2:GOAL: Reduce the cost of prosecution

a. XYZ County currently spends approximately $50,000 on copier contracts, office supplies and data entry personnel to manually receive law enforcement referrals

b. $15,000 would afford the purchase of an electronic law enforcement interface to eliminate the bulk of manual data entry

c. With this interface, we would reduce our multiple copier contracts to only one and allow one of our data entry personnel to retire saving approximately $40,000 per year.

Example #3:GOAL: Hold the judicial system Accountable

a. Currently there is no electronic data being given to the public regarding judge rulings as it pertains to prosecutor recommendations

b.$5,000 would afford the implementation of the Community Based Prosecution website similar to the one currently functioning in the City of St. Louis, Missouri

c.This information will give the public the information necessary to retain good judges and remove other judges in the upcoming elections.

Application Instructions

How to Apply: Applicants interested in the Karpel Foundation Grant Program funding must complete and submit the following brief grant application. All submissions must be complete and clearly written.

Submitting an Application: To submit your application, please follow the steps below:

  1. Complete the attached Application for Grant Funds.
  1. Print, sign and scan a copy of the Application for Grant Funds. A signature is required.
  1. Send all three documents via email to the Karpel Foundation at . Please maintain a copy of this application on file.

Application Review and Selection Process

The directors of the Karpel Foundation will review all proposals and negotiate the awards. Only the most competitive proposals received by the foundation will be selected for further consideration. All proposals must directly address any or all of the three mission objectives previously referenced.

It should also be noted that during the review stages, the directors reserve the right to make requests of additional information such as copies of current financial statements, recent audit reports, agency budgets, lists of other major funding sources, prior evaluation results, statistical information, etc. to assist them in reaching a decision regarding grant awards.

Once a proposal is received via email, a Karpel Foundation representative will confirm by return email receipt of the proposal and provide an estimated date that the proposal will be reviewed. When a decision to fund or not fund the proposal is reached, the applicant will be notified immediately.
