Summary of Ohio BOS Key Elements for Veteran Master List Process

  • Getting Started
  • Started list in July 2015 and process is ever evolving and improving in tool development, stakeholder engagement and communication
  • CoC started list without having all the answers and worked together to improve process
  • All providers welcome to meetings, with Veteran providers being the core group currently attending
  • SSVF Providers were asked to take the lead in connecting identified Veterans
  • List Management
  • HMIS report is the base list to identify Veterans experiencing homelessness with Veterans in non-HMIS participating agencies are hand entered with a unique ID
  • 80 county area is divided amongst SSVF Providers who are the point of contact to connect Veterans with a housing plan and referrals
  • 8-10 hours of staff time every other week to update and manage the list
  • Challenges
  • On-going process to de-duplicate Veterans from non-HMIS agencies
  • Communication of goals and role of group to new staff
  • Staff time involved in list management (just under 200 Veterans)

What was the involvement of the GPD program in the Ohio BOS COC effort?

The Ohio BOS COC has a workgroup that included the GPD providers. They are currently engaged in reporting on Veterans in those programs and also working with the committee to make recommendations on how the COC can achieve the benchmarks (in regard to GPD with working toward shorter length of stays and varying service intensities).

How do you manage the life cycle of the data?

Every 2 weeks the COC collaborative applicant/HMIS lead runs an active list of homeless veterans in HMIS and compares it with the current list. They move people that are inactive to a different part of the list. The By-name list group meets every 2 weeks and each member agency provides an update they send in the day before the meeting so the list can be completely updated.

How are they defining functional zero?

SSVF uses their By-name list to define; The Ohio BOS COC is still working to define an end to veteran homelessness, but they know they won’t use the zero:2016 definition- but are working toward the Federal criteria.
