What is a referral?

All the projects/tasksinvolving funds other than the normal operational costsspent by the HTCC OR sponsorships by HTCCare called referrals. If you are unsure what to refer, please contact any of the EC members - contact details are available from

The referral will be the principal basis for the EC’s decision as to whether the project/task is approved. These decisions are made within a reasonable amount of time provided that sufficient information is provided in the referral.

Who can make a referral?

Referrals are made by the person proposing to refer the project/task to the HTCC.

What information do I need to provide?

Completing all parts of FORM 1 – BUSINESS CASE REFERRAL TO HTCCwill assist the EC to process your referral efficiently.

How do I submit a referral?

What happens next?

Following receipt of the referral (containing all the required information) the proposer will be sent an acknowledgement of receipt within 5 business days of the receipt of the referral form. The proposer will also be advised of the contact details of the relevant sub-committee of the HTCC dealing with the project/task.

How does the EC deal with the referral?

Once the Referral Form has been received by the EC, the project/task will be entered in the log managed by the EC, circulated to all the EC members and given to the relevant Sub-Committee for action.

The relevant Sub Committee will do the assessment using Form 2 – Assessment and Approval of Business Case Referral to HTCC. After the assessment is finished the relevant Sub-Committee will table the project/task at the EC meeting as soon as practicable.

NOTE: The Sub-Committees are NOT authorised to make any decision. All the decisions MUST be made by the EC.

After the decision is made by the EC, the relevant Sub-Committee leader will communicate the decision to the proposer.

Description of the Project/Task

Describe the project/task precisely and concisely, avoiding excess descriptive words.

Alignment with HTCC objectives

Does the project/ task support the following HTCC purpose and objectives?

(1) to promote an understanding of the teachings, philosophy and culture of Hinduism;

(2) to provide facilities to engage in Hindu religious and cultural activities, including the practice of Yoga;

(3) to foster inter-religious harmony, mutual understanding and respect for religious views of others and

promote universal brotherhood;

(4) to provide moral and spiritual support to the needy;

(5) to build, maintain and operate a Hindu temple, a cultural centre, a library and other facilities to achieve the above objectives and purposes.
