PROCEEDINGS OF BEADLE COUNTY COMMISSION

MARCH 24, 2015

The Board of Beadle County Commissioners met Tuesday,March 24, 2015pursuant to adjournment ofMarch 20, 2015with the following members present: Chair Benson, Vice Chair Hansen, Mattke, Drake and Marcus.

Moved by Hansen, seconded by Drake, motion carried to approve the minutes of March 20, 2015 with no additions or changes.

Moved by Mattke, seconded by Marcus, motion carried to approve the agenda for March 24, 2015 with no additions or changes.

Moved by Mattke, seconded by Drake, motion carried to set bid date for Hot Mix at 9:45 a.m., Tuesday, April 28, 2015 and for Paver Patching at 9:50 a.m., Tuesday, April 28, 2015. Bids in their entirety can be found in the Auditor’s Office, Highway Department Office or on the County website.

Dallas Walter visited with the board regarding his fence that was broke during snow removal by the County. Mr. Walter was informed that the County will fix the fence that was broke.

Moved by Marcus, seconded by Drake, motion carried to approve Ken Lindblad, Beadle/Sanborn County Veterans Service Officer and Roxy Gogolin to attend annual SDDVA Spring Mini Conference in Pierre on May 6, 2015.

Moved by Hansen, seconded by Drake, motion carried to Convene as Board of Adjustment at 10:01 a.m.

The Board Re-Convened as Board of County Commissioners at 10:18 a.m.

Moved by Hansen, seconded by Marcus, motion carried to go into Executive Session for personnel at 10:24 a.m. pursuant to SDCL 1-25-2 (1). Chair Benson declared Executive Session over at 10:39 a.m.

Moved by Drake, seconded by Hansen, motion carried to approve the application for an employee to use Family Medical Leave as presented by the Department Head.

Moved by Drake, seconded by Marcus, motion carried to adopt the following resolution:

RESOLUTION 03-08-15

"NCFE AIR HURON, LLC"

WHEREAS, NCFE Air Huron, LLC Huron South Dakota, is requesting permission to operate, take off or land an aircraft on any county or township road in Beadle County, for the purpose of servicing said aircraft in preparation for aerial application of chemical orfertilizer materials, and

WHEREAS, NCFE Air Huron, LLC has agreed to abide by the safety rules adopted by the Aeronautics Commission which is granted authority by subsections 2 and 3 of Section 70:02:02:08 of South Dakota Administrative Rule under the authority of SDCL 50-2-2.1 and assume all liability when using said roads, and

NOW THEREFORE, BE IT RESOLVED: The Beadle County Commissioners in regular session this 24th day of March, 2015 by unanimous vote, do hereby grant permission to NCFE Air Huron, LLC to use said roads for requested use. Any signage that is removed/damaged will be replaced to county specifications.

Moved by Marcus, seconded by Mattke, motion carried to approve the Abatement of Wessington Economic Development Corp to due to tax exempt status on the property legally described as S5’ of W2 of Lot 10 & Lots 11 & 12 Block 27 Brooks 1st Addition Wessington Town.

Moved by Marcus, seconded by Hansen, motion carried to approve the Elderly Assessment Freeze for an applicant having otherwise qualified for the Assessment Freeze for the Elderly and Disabled, but missed the deadline as prescribed in SDCL 10-6A-4 for the property legally described as E 82 ½’ of Lots 15 to 20 Inc. Block 49, 5th Railway Addition to the City of Huron.

Jill Hanson, Beadle County Auditor presented the 2014 Annual Report to the Board.

The board adjourned to meet next on Tuesday, March 31, 2015.
