25. DUTIES:

This position is located in the office of the air commanderMXG Quality Assurance Office. Its purpose is to assist the Quality Management OfficerOfficein all facets of implementation, operation, and management of quality systems and processes within the unit. The incumbent also provides training to unit personnel.

-- Assists the Quality Management OfficerQA Superintendent in the oversight of quality management systems and processes throughout unit operations. Provides in-depth analysis and expertise to the Quality Officer QA Superintendentin quality management as it relates to the unit mission.

-- Develops and prepares planning guidance and appropriate directives on the methodology and structure to be used within the unit for implementation, maintenance, training, and improvement of the quality management systems and processes. Provides input to the development and preparation of budget proposals to ensure adequate resources are programmed and available to fulfill quality management systems and process requirements for the unit.

-- Prepares quantitative and qualitative analysis of the unit quality management and customer satisfaction efforts. Based on analysis results, recommends modification to guidelines and objectives. Assists in the development and updating of the quality management strategic plan for the unit in coordination with the Quality OfficerQA Superintendentand/or the Quality Council (QC) Wing IG.Conducts and prepares reports for the manager on management practices surveys and assists in preparing recommendations for corrective action on problems found.

-- Represents the Quality OfficerQA Superintendent, as required, at quality management seminars and conferences and with all other outside quality management agencies which require coordination within the unit.

Prepares information research, position papers, briefing statements and verbal reports (used for decisions and action) for the Quality Officer to present to the commander, Executive Council, Quality Council, ANG Quality Center at the Professional Military Education Center (PMEC) and the National Guard Bureau (NGB) Directorate of Productivity and Quality as required.

-- Prepares and presents briefings, speeches, and written documents on quality management that may be required by the Quality OfficerQA Superintendent, commander, or the Quality Council. Serves as an internal source of information for quality management within the unit.

-- May be required to serve as facilitator and advisor for the Quality Officer QA Superintendentand the Quality Council. Provides suggestions to the Quality OfficerQA Superintendentto keep the Quality Council working within the current quality management systems and processes.

-- Coordinates on internal unit quality management training requirements with unit deputy commanders and unit functional staff

agency managers.Discusses special and/or new quality management related training with the gaining major command (MAJCOM) Quality Center, ANG Quality Center at PMEC and the NGB Directorate of Productivity and Quality as required.

-- Recommends personnel to facilitate all cross-functional project action team (PAT) meetings within the unit. Recommends personnel to facilitate special interfunctional PAT meetings as required by the Quality Officer or unit Quality Council (QC).

-- Prepares cross-functional project action team (PAT) status reports and actions for the Quality Officer and the unit Quality Council (QC) on a periodic basis.Provides guidance and advice to interfunctional PAT meetings as required.

-- Develops and maintains the quality management computer database and the quality management reference library for the unit. Prepares and cross feeds the results of cross-functional PAT information and the latest updates and changes to quality management information received within the unit. Prepares reports on quality management related items for the NGB Directorate of Productivity and Quality and the ANG Quality Center at PMEC as required. Prepares reports on quality management trends and success stories within the unit and prepares articles for the unit Public Affairs office.

-- Notifies the Quality OfficerQA Superintendentand the quality steering group of follow-up actions and reviews cross-functional PAT processes which have a follow-on suspense or "sundown" review date assigned.

-- Assists the manager in conducting special quality management training and PAT meetings on unit training assembly (UTA) weekends and/or annual tours for the ANG personnel assigned to the unit as required.

-- Provides direction, guidance, advice, counseling, and special training to the appointed quality specialists/facilitators from each of the unit's deputy commander and functional staff agency areas.

-- Serves as quality facilitator and/or trainer at other locations (conferences or special meetings) for matters which are handled using the quality management systems and processes.

-- Guidelines consists of standard reference material, general administrative policies and guides, as well as NGB Directorate of Productivity and Quality directives and the ANG Quality Center (PMEC) guidance which cover most of the subject matter areas. Incumbent uses judgment in interpreting guides and in determining their applicability.

-- Work involves analyzing, reviewing, and evaluating the execution and implementation of quality management systems and processes with related functions and objectives within the unit.Work also involves gathering information, identifying and resolving quality management issues.

Conducts surveys and analyzes basewide operations to determine acceptability and effectiveness of quality management systems and processes.

C.Background: This position is located in the office of the air commander.The purpose of this position is to assist the unit Quality Management Officer to provide management, direction, implementation, and operation of the Quality Management systems and processes throughout all areas of wing/group operations at the base level.

D.Series, Title and Grade Determination:

1.Series: The purpose of this position is to provide assistance and support to the base level Quality Management Officer. Incumbent provides assistance in the management, direction, implementation and operation of the Quality Management systems and processes. The work requires the incumbent to apply qualitative and/or quantitative analytical skills, the ability to research problems and issues, written and oral communication skills, and the application of mature judgment in problem solving. A knowledge of administrative and program principles and concepts is also required. Although this position does have similarities and features of the GS-1910, Quality Assurance series, it is excluded from coverage under that series since it is not specifically concerned with programs supporting the development, acquisition, production, use, maintenance, storage, and supply of products acquired by the federal government. The GS-0301 series includes positions which perform, supervise, or manage nonprofessional, two-grade interval work for which no other series is appropriate. Therefore, subject position is allocated to the GS-0301 series.

2.Title: Since there are no prescribed titles for positions in the GS-0301 series, the title "Quality Management Specialist" is selected as this title best reflects the type of work in which the position is associated.

3.Grade: By analogy, the Administrative Analysis Grade Evaluation Guide, using factor evaluation statements (FES), was used to evaluate this position. Based upon the grade level table as established in the above reference, the grade has been determined to be GS-09.
