The following information is an excerpt from the Client incident management system guide (CIMS Guide). Please refer to the CIMS Guide for full details of the CIMS policy.

CIMS In-scope services

1.Program: Health services

In-scope services include funded organisations that do not report through the Victorian Health Incident Management System (VHIMS), which includes organisations providing the services types listed below:

  1. Aged care and carer’s support services.
  2. Alcohol and drug treatment services.
  3. Community palliative care services.
  4. Home and community care (HACC) services (for people aged under 65 and under 50 for Aboriginal people). Excludes services funded through the National Disability Insurance Scheme (NDIS).
  5. Mental health community support services:

•youth residential rehabilitation

•adult residential rehabilitation

•individualised support packages

•accommodation, respite and community support.

  1. Sexual health prevention and community based care services.

2.Program: Disability services

Service type:

  1. Disability forensic assessment and treatment services
  2. Individual support including:

•day services

•flexible support packages

•individual support packages

•outreach support

•respite

  1. Information, planning, and capacity building including:

•case management

•access

  5. NDIS – group and centre based activities
  6. NDIS – high intensity daily personal activities

  9. NDIS – specialised positive behaviour support
  10. NDIS – specialist support co-ordination

3.Program: Children, youth and families services

Service type:

  1. Family and community services including:

•Aboriginal community controlled organisations (ACCO) (residential services)

•early parenting services

•placement prevention / Families FIRST

•placement prevention and reunification / Family Coaching Victoria

•cradle to kinder program

•family intervention services

•Child FIRST and family services

•family violence and sexual assault services

  1. Home-based care - foster
  2. Home-based care – kinship
  3. Home-based care – lead tenant
  4. Residential care including:

•residential care – general / complex / intensive

•therapeutic residential care

  1. Secure welfareservices
  2. Statutory child protection services including:

•child protection services

•child protection after hours

  1. Therapeutic care

4.Program: Housing and community building services

Service type:

  1. Department managed housing including:

•public housing (but not community-managed housing – see next section on out-of-scope services)

  1. Homelessness assistance including:

•supported accommodation assistance

•homelessness service support

•transitional housing management

•crisis accommodation services and crisis support services

  1. Long-term housing assistance including:

•long term assistance

•Public Housing Infrastructure Program

5.Program: Youth services

Service type:

  1. Refugee minor program
  2. Finding solutions
  3. Youth outreach and diversion services
  4. Adolescent support programs

Out-of-scope services

This guide does not apply to funded organisations providing the following services:

  1. NEW: Community Health Services: The transition of registered and integrated Community Health Services into the CIMS has been deferred for 12 months from implementation. This means that Community Health Services will not be in scope for the initial implementation of the CIMS.
  2. NEW: Public dental services: Public dental service are not in scope for the CIMS.Client incidents in these services are reported to the department through the Victorian Health Incident Management System (VHIMS) and to Dental Health Services Victoria (DHSV).
  3. Services that report incidents through the Victorian Health Incident Management System (VHIMS)

This includes:

•Specialist clinical mental health services (as defined by the Victorian Mental Health Act 2014)

•Registered community health centres providing community health services

•Health services as defined by the Health Services Act 1988:

–public hospitals

–denominational hospitals

–metropolitan hospitals

–multipurpose services

–privately-operated hospitals

–metropolitan health services

  1. Public sector residential aged care services (PSRACS)

•Hospital Circular 05/14 (August 2014) advises that Victorian PSRACS providers are no longer required to report allegations of suspicions of physical assault and unlawful sexual contact, and missing persons to the department. Refer to

•All other obligations to report incidents to the Department of Social Services (DSS) and Police remain unchanged.

•For information about approved provider obligations for reporting incidents to DSS and Victoria Police, refer to the Compulsory Reporting Guidelines for Approved providers of Residential Aged Care and Compulsory Reporting, part three: reporting missing residents. Refer to:

  1. Home care packages (HCP)

•The Home Care Packages (HCP) program is funded by the Commonwealth through the Department of Social Services (DSS), and not funded through the department.

•The Home Care Packages (HCP) program commenced 1 July 2013, replacing the former packaged care programs:

–community aged care packages (CACPS)

–extended aged care at home (EACH)

–extended aged care at home dementia (EACHD)

•The Home Care Packages Program Operating Manual (December 2015) provides policy guidance to support delivery and management of the HCP program, and are available at

  1. Health screening services

Includes organisations providing the following services:

•Breast Screen Victoria

•Bowel cancer screening

•Cervical screening

  1. Community managed housing services

Including:

•housing associations

•community housing

  1. Supported Residential Services

Privately operated businesses that provide accommodation and support services under the Supported Residential Services (Private Providers) Act 2010.
