ADDENDUM #2

RANGE LEAD REMEDIATION PROJECT

The following is a clarification to this Invitation for Bid (IFB):

1.  What are the minimum criteria for lead remaining in the "cleaned" soil? Specifically, "cleaned" soil that will remain on site, does it need to meet: the 400 mg/kg total lead requirement and/or the TCLP 5 mg/L requirement and/or 90%+total lead removal?

Response: The criteria are outlined in the Corrective Action at Outdoor Shooting Ranges Guidance Document, "Assessment of Impacted Soils" and "Remediation of Impacted Soil."

2.  The bid specification state that a minimum of 30" of soil will be excavated from each location. How will the winning contractor be compensated if the excavation/removal of the lead impacted soil goes beyond 30"?

Response: We require 30”, no more. We will not compensate beyond a 30” depth.

3.  The IFB does not reference any sampling to confirm all impacted soils have been excavated. Should bids include sampling costs to confirm successful removal of all impacted soils? Or how will project success be measured?

Response: The sampling criteria are covered in the Corrective Action at Outdoor Shooting Ranges Guidance Document (January 2005), cited in the County’s Request for Proposal.

4.  Has the extent of lead ammunition in the berms already been defined thus the extent of excavation defined in Item 10 in will produce the desired reduction? If not, do bids need to include sampling costs to further delineate the extent before initiating remediation activities?

Response: The excavation and remediation of the soil to a depth of 30” has been determined to be sufficient for the remediation effort.

5.  The RFP lists “additional fill” requirements for back-fill on the backstop. Does the additional fill take into account the potential material that will be removed during the remediation efforts?

Response: Yes it does. Please refer to the Corrective Action at Outdoor Shooting Ranges Guidance Document, paragraph 2, page 2.

6.  Does the County have specifications for back-fill soil? Importing back-fill with gravels or cobbles could introduce safety hazards from “splash-back.”

Response: Backfill soil should be combination of standard top-soil/sand mix, with no solid rock or pea gravel, larger than 1/8th of an inch.

7.  Does the County intend for the successful bidder to remediate impacted portions of the side berms and/or impacted portions of the ground surface between the firing line and the backstop?

Response: The successful bidder is not required to remediate the impacted portions of the side berms. The remediation efforts on Ranges #1 and #3 extend from the base of the berm to the bottom timber backstop on top of the berm. The primary focus of the remediation is the extraction and removal of the lead and copper jacketed bullet fragments to eliminate the safety hazard of “splash back” or ricochets striking the shooters. To this extent fragments will be excavated to a depth of 30” and the soil treated to the same depth as cited in the Scope of Services, paragraph 10.

8.  TCLP lead analyses will be required to document excavated and treated soils meet land disposal restrictions for the landfill. For more comparable bids, does the County have a number of TCLP samples or sampling frequency of sampling?

Response: Please refer to the Corrective Action at Outdoor Shooting Ranges Guidance Document, “Assessment of Impacted Soils” for sampling criteria.

9.  Was the 1995 cleanup performed with objectives / cleanup criteria similar to this bid request? If so, is it possible to get a copy of the contractors (or County's) final report summarizing their activities/results?

Response: The last Firing Range lead remediation was completed in June 2005 through a contract awarded to RMCAT Environmental Services Inc. by the City of Colorado Springs. A check with the City Contracting Office could not find the 2005 final report provided by the remediation contractor. The cleanup criteria for the 2005 remediation effort were used from the previous version of the Corrective Action at Outdoor Shooting Ranges Guidance Document published by the Colorado Department of Public Health and Environment. The criteria were similar if not identical to the current guidance document.

10.  The wood wall backing at Ranges 1, 3 and 4 appears to be anchored in concrete caissons - how deep do these caissons extend below the bottom of the wood walls (into the soil), i.e. will the caissons be compromised if 30+ inches of soil surrounding the caissons is removed (to clean)?

Response: The successful contractor will consult with the County Project Manager to determine the extent of the soil evacuation surround the concrete caissons. The concrete caissons are at a depth of approximately 6 feet. Excavation will not go deep enough to compromise their structural soundness.

11.  Item 8 in the Scope of Services states “The successful contractor shall - as part of it bid and during its site visit scheduled for April 27, 2009 – perform an assessment of whether it believes that such chemical treatment is necessary, given the environmental conditions of the facility and considering the fact that it is an active shooting range and will be used for such a purpose for the foreseeable future.” Will a subjective assessment be sufficient for the County’s bid evaluation?

Response: No, it will not. Please refer to the Corrective Action at Outdoor Shooting Ranges Guidance Document, paragraph “Assessment of Impacted Soils.”

12.  Does the County have a pre-approved lead recycler or will the bidders be allowed to select their referred recycler?

Response: The successful contractor may select their preferred lead recycler.

13.  As the project involves construction activities in lead-impacted soils, OSHA’s lead in construction standard will need to be followed. Does the County intend to require the successful bidder to show documentation of lead awareness training and to follow the respiratory requirements associated with the standard? Similarly, Item 17 in the Scope of Services requires the development of a dust control plan and the possibility of airborne lead. Does the County have previous exposure data sufficient for a negative exposure assessment?

Response: Yes, the successful contractor must document the required lead awareness training and follow all OSHA respiratory standards.

14.  Are there any restrictions of working days or working hours per day?

Response: No restriction on days. Hours restricted to 0700-2200 daily.

15.  Will the winning contractor be allowed to work on Saturdays?

Response: Yes.

16.  Do all workers on the site have to be 40 hour Hazwopper certified or just have a lead certification?

Response: Workers have to be Hazwopper certified.

All terms and conditions of the original IFB shall remain unchanged and the subsequent bids received as a result of this solicitation shall be opened and evaluated in accordance with those terms and conditions.
