MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, SEPTEMBER 21, 2016
Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Randy Tiegs, Kelly Braun, James Brenno and Jeff Steinborn. Also present were Troy Koester, Jen Wartman and Steve Fries.
Motion Tiegs, seconded Steinborn to approve minutes from the August 17 and September 7, 2016 meetings. Motion carried.
Tiegs reported on police department monthly activities, citations were up and that police chief selection is still ongoing.
Motion Tiegs, Brenno to set special meeting for Thursday, October 6, 2016 at 7:30 P.M. to interview police chief candidates (the meeting was later cancelled). Motion carried.
Motion Tiegs, second Steinborn to extend Bruce Kelly contract through November 30, 2016. Motion carried.
Steve Fries appeared before the council to request a waiver of fees for permit 2016-14; 248 Maple Ridge Drive. Motion carried.
He indicated he will be having documents prepared to dedicate ½ acre of land to be used as a park.
City Administrator reported on activity report, Wi-Fi project status, comprehensive plan updates, Highway 19 Railroad Bridge status, city council filings, part time police resolution and flood mitigation project.
Motion Braun, seconded Brenno to approve resolution 2016-08 allowing for certification in the PERA Police and Fire Fund. Motion carried.
Tiegs, Steinborn and Brenno reported that plant operation is going well for Minnesota River Public Utilities Commission and a supervisor is has been hired-2017 budget and rates will be discussed in October.

Motion Braun, seconded Benno to approve the September monthly report. Motion carried. Discussion on what the main street flower budget is and who is paying as well as where and how things are being stored. Also that no one other than city staff shall be able to obtain credit/charge for purchases and items need to be purchased via purchase order.
Hearing on the 2017 preliminary budget and taxy levy was called to order-Berberich presented information; no oral or written comments.
Motion Steinborn, seconded Tiegs to adopt Resolution 2016-06 approving the 2016 proposed budget and setting the Truth in Taxation hearing for December 21, 2016. Motion carried.
Motion Steinborn, seconded Brenno to adopt resolution 2016-07 setting the 2017 preliminary levy. Motion carried.
Menne reported that no action or progress have been made on transferring land in the Hilltop area from the school district.
Tiegs reported that the Henderson Fire District telephone bill has been removed from the city account.
Motion Brenno, seconded Tiegs to approve the revised meeting schedule; motion carried.
Mayor Menne adjourned the meeting at 8:50 P.M.
