Meeting Minutes / August 10, 2015

1.  Call To Order

A.  Deputy Director Glenn Gillespie convened the Delaware Homeland Security Terrorism Preparedness Working Group (DHSTPWG) meeting at 13:30 p.m., in the Delaware Emergency Management Agency (DEMA) Training Room. The following documents were provided to all meeting participants:

2.  Old Business

A.  Report from Subcommittees

Funding Subcommittee – (Allen Metheny, Chairman)

The Funding Subcommittee met on August 10, 2015, in order to review the FY2013 and FY2014 HSGP status, review the FY2013 Projects of Concern, and deliberate a single reallocation request which was unanimously approved. Training and Exercise Subcommittee – (Biff Newnam, Chairman)

Mr. Biff Newnam briefed that copies of the April 28, 2015 and June 3, 2015 minutes were provided to the Working Group. The minutes contained the business of the subcommittee completed during those meetings. The minutes contained information regarding exercise, training, financial updates and requests for training.

B.  FY2013/2014 Homeland Security Grant Status

Mr. Will Hayes briefed: the DHSTPWG Funding Subcommittee on the status of the FY2013/FY2014 HSGP. Further details are available for review in the August 10, 2015 DHSTPWG Funding Subcommittee Meeting Minutes.

3)  New Business

A.  2015 State Preparedness Report

Mr. Will Hayes briefed: the 2015 State Preparedness Report (SPR) process will be similar to previous such reports. The 2015 SPR will be due to FEMA December 31, 2015. The process will utilize function specific workgroups to complete the SPR concentrating on previous gaps identified in previous years.

The schedule for the SPR will include:

·  Conducting workgroup interviews in September thru October, 2015

·  Completed workgroup interactions by November, 2015

·  Submit SPR to FEMA December 31, 2015

·  Compile and distribute Discipline specific reports February, 2015

B.  DTI Letter of Appreciation

Deputy Director Gillespie introduced for dissemination the DTI Letter of Appreciation dated June 30, 2015 and requested all members read and provide any commentary. No commentary was offered.

4)  Open to Floor

Jennifer Dittman introduced a proposal for future consideration for a statewide school safety exercise template which could be utilized by the Department of Education (DOE) for development of exercises to demonstrate the effectiveness of security plans. It was highlighted that this proposal could possibly be championed by one of the DHSTPWG Disciplines and would require minimal expenditures for return on investment. Additionally, such a proposal could be utilized throughout the state and DOE for maximum impact.

Wendy Hudson was introduced to the working group, she discussed the proposal and impacts for the state concerning resource assistance for the initiative.

Tim Kerstetter was introduced to the working, he provided a summary of the intelligence services offered by his position and the DIAC as they pertain to terrorism preparedness and planning.

Deputy Director Gillespie informed the working group about the upcoming leadership transition taking place at DEMA in the late August early September timeframe.

A motion to adjourn was introduced (Motion Approved: Robert Newnam; Second: Kevin Sipple – Passed Unanimously)

5)  Next Meeting – The meeting adjourned at 2:15 p.m. The next meeting is scheduled for November 9, 2015, at 1:30 a.m., at DEMA.
