Post / Community Centre Services Manager
Term of post / 12 Month with intention to extend
Salary and Conditions / £22- £26,000 (negotiable based on experience)
Hours / Full time post (37 hours minimum per week)
The person appointed will be able to work on a flexible basis which will require evening and weekend work

2.THE PURPOSE OF THE POST:

To provide leadership, supervision and management to all projects and activities which are based in the Wesley Hall Centre.To promote the Centre and the work of Methodist Action in line with the Charities objects.

Methodist Action (North West) has undergone considerable growth over recent years as its services have reached out to a greater number of people.This post will further strengthen partnership working engaging with the local community and enjoying the support of the Methodist Church and wider faith communities.

The establishment of this senior position willconsolidate existing services and will enhance future delivery.

3.KEY RELATIONSHIPS

In addition to the relationships applied by the structure and lines of accountability, close working relationships need to be established and maintained in particular with:

  • Members of the Provider Boards and Steering Groups of the projects of Methodist Action NW
  • The Directors’Board of Methodist Action NW
  • The present tenants of Wesley Hall
  • Multi agency forums within different localities
  • Local Authorities across the North West
  • Commissioning teams
  • Organisations in the voluntary, community and faith sector
  • Members, Ministers and circuit staff of the Methodist Church

4.RESPONSIBILITIES

The principle responsibilities of the person performing this job are to:

Manage the Community Centre and ensure that, in all of its activities, the safeguarding and well-being of all beneficiaries is the paramount interest

Protect the interests and dignity of all beneficiaries through a thorough application of confidentiality

Be a visible leader who communicates confidently and effectively, through various media, though principally face to face, in a way which frees people to work to their best and develop their contribution to the wellbeing of people in need.

Monitor the activities of thecharity and ensure that all contractual obligations are fulfilled.

Keep abreast of changes in social / welfare legislation, procedural guidance and practice developments and advise the Directorof Operations on changing needs, and assist in the formulation of policy and strategic plans

Facilitate statutory inspection of services, and work with project managers and provider boards to propose and implement action plans

Promote Methodist Action (North West) in general and maintain good working relationships:

  • between Methodist Action (North West) and The Methodist Church and its schools
  • within the services and projects of the agency
  • with voluntary and public sector organisations
  • with commissioning bodies

Promote partnerships with public and voluntary sector organisations as appropriate

Secure the continuation of services by generating income through fees for services delivered through clearly defined service level agreements and contracts

5.KEY TASKS:

The management tasks are to:

Provide direct supervision and appraisal of project staff/volunteers

Maintain excellent relationships with tenants and develop the centre to attract new tenants

Participate in staff selection and act as counter-signatory in Disclosure applications

Manage the use of resources to ensure that services operate within approved budgets

Collect and analyse statistical data on the performance of the charity’s services and produce reports for Provider Boards, Steering Groups and Director of Operations

Support the staff and volunteers in the implementation of strategic plans for thecharity projects

Develop or promote the development of clear and approved procedural guidelines, including complaints procedures, for each service

Facilitate and attend staff /service meetingsas appropriate

The key operational tasks are to:

Promote and ensure delivery of best social work practice, prioritising safeguarding and the use of evidence-based practice in all projects within the centre

Take the lead in staff /volunteering training and development; develop, deliver and commission a mandatory induction and ongoing training programme for all centre staff and volunteers

Ensure that all resources are in place to achieve high quality service delivery that is sustainable

Facilitate the appropriate use of the centre. Work closely with tenants to ensure high standards of resource. To ensure community access and engagement by having the centre open

Ensure the recording of relevant financial and administration tasks as required. Ensure that social work practice is clear and thorough, that appropriate levels of security operate in the administration and storage within the Centre.

Be responsible for all confidential case records, and that administrative systems for recording and retrieving data efficiently facilitate good social work practice

The key tasks in managing people to:

Encourage participation in the development of practice through regular and frequent consultation with members of staff

Convene meetings and employ such tactics as will help to preserve and develop a strong team spirit in the charity’s services

Authorise staff leave and the payment of expenses

Support the Director of Operations and all project managers to develop and deliver an effective staff appraisal and development procedure and ensure compliance throughout the charity’s services

Ensure that all members of staff/volunteers are acquainted with changes in legislation and developments in good practice

The key inter-agency tasks are to:

Ensure agency representation at inter-agency forums, networking events and with potential external funders

Support centre staff and volunteersto take responsibility for contractual inter-agency agreements

Take the responsibility for relationships and legal procedures/requirements in relation to tenants. Lead in developing new areas of work and attracting new tenants

Represent the charity in planning meetings, Local Authority strategy meetings and in inter-agency work when required and as determined in liaison with project managers

Represent the charity on a local and national level at relevant conferences

6.ADDITIONAL DUTIES

It is in the nature of the work of Methodist Action (North West) that tasks and responsibilities are, in many circumstances, unpredictable and varied. Each staff member is, therefore, expected to work in a flexible way when the occasion arises, when tasks not specifically covered in their job description have to be undertaken. Such additional duties would normally be to cover unforeseen circumstances or changes in work and would normally be compatible with the regular type of work. If the additional responsibility or task becomes a regular or frequent part of the member of staff’s job, it will be included in the job description in consultation with the member of staff.

7.CONFIDENTIALITY

It is expected that all Methodist Action (North West) employees will understand that our work is confidential and that personal details must not be divulged to members of the public. This obligation will continue indefinitely even after termination of employment. All approaches by the media or other third parties must be referred, unanswered, to the CEO.

He or she must be prepared to operate within the ethos of the charity and ensure that people of all denominations and faiths have their spiritual needs respected.

9.QUALIFICATIONS AND EXPERIENCE

The person appointed to this position will satisfy the criteria identified in the Person Specification and the post is subject to a satisfactory CRB disclosure.
