MINUTES OF THE MEETING OF BISLEY PARISH COUNCIL

HELD ON MONDAY 13th MARCH 2017 IN THE VILLAGE HALL AT 7.00pm

PART I

1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs. G. Hubbard (for part of the meeting), M. Raynor and M. Vaughan.

2. DECLARATION OF INTEREST

Cllr. Clarke declared a Non Pecuniary Interest in item 4(b) Boundary Commission for England’s Proposals for new Parliamentary Constituencies and Cllr. Moore declared a Non Pecuniary Interest in item 7(d) Allotment charges.

3. MINUTES OF MEETINGS

The Part I minutes of the Council Meeting held on 13th February 2017 were APPROVED.

4. CONSULTATIONS

(a) Local Government Boundary Commission’s Review of Surrey Heath Borough Council – deferred from February Council meeting. Deadline for comments on draft recommendations is 20th March 2017. It was AGREED that representation be made to the Commission stating that the Parish Council has debated this matter at great length and has determined that it does not wish to see the ward of Bisley amalgamated with the ward of West End and that two Borough Councillors should be retained to represent the ward of Bisley.

(b) Boundary Commission for England’s Proposals for new Parliamentary Constituencies - Second Public Consultation. Deadline for comments is 27th March 2017. It was AGREED that the Parish Council would not make a collective response to the consultation on the responses that the Commission has received in this round of consultation but that if Councillors wished to respond individually they could do so in a private capacity.

(c) Windlesham Neighbourhood Plan Pre-Submission Consultation - deadline for representations extended to 16th April 2017. It was AGREED that the Clerk will obtain a hard copy of the documentation for circulation to Councillors to review and prepare any comments that they may wish to make. Item to be considered again at the April Council meeting.

5. PLANNING / HIGHWAYS AND ENVIRONMENT

(a) Car park adjacent to the Village Hall – the Parish Council considered the situation regarding the vehicles that appear to be permanently parked in the car park. It was AGREED that the Clerk will contact the Police with the details and ascertain what action can be taken.

(b) Dog Waste Bag Stations – Surrey Heath Borough Council is seeking the Parish Council’s support in participating in the initiative. The Parish Council expressed its interest in the initiative but had questions regarding how long the initiative is to run for and any future cost implications for the Parish Council. The Clerk will contact Surrey Heath and obtain a response for the Parish Council’s consideration.

(c) Refuse Collection – the charge to be made by Surrey Heath Borough Council to the Parish Council for refuse collection in 2017/18 was NOTED. The charge can be contained within the budget provision for Waste Collection and Disposal.

6. RECREATION

(a) Outdoor gym equipment – the Parish Council expressed its interest and AGREED that the Clerk should obtain further information for the Parish Council’s future consideration.

7. ADMINISTRATION / FINANCE

(a) Strawberry Fayre 2017 – an application on behalf of the Village Hall Management of Trustees to hire the Village Green on Sunday 25th June 2017 was APPROVED at no charge.

(b) Bisley Awards – in the absence of Cllr. Raynor, Cllr. Clark provided the Parish Council with feedback from Cllr. Raynor’s meeting with the Headteacher at Bisley Primary School regarding the Junior Citizen of the Year award. Clare McConnell, the Headteacher, is happy to take on proposing the nomination for the Junior Citizen of the Year and would like to present the award at the Strawberry Fayre. The Headteacher is keen for the school to be proactive in the community.

(c) Bisley Primary School 50th Birthday – a request from the Headteacher to hire the Recreation Ground and Pavilion to hold a “Bisley Party in the Park” celebration on Friday 30th June 2017 was APPROVED and that this be free of charge to the school.

(d) Allotment charges – it was AGREED that the annual rental charge for an allotment plot in 2017/18 continue to remain at £18.00.

(e) Surrey County Playing Fields Association – it was AGREED to renew the affiliation with the Association and that payment of the fee of £10.00 be APPROVED.

(f) Kent Surrey Sussex Air Ambulance – a request for a grant of £250 towards the ongoing cost of providing the service was considered. It was AGREED that the Clerk is to write a letter of support and enclose an APPROVED donation of £100 on the understanding that this is a one-off donation. The donation is to be met from this year’s contingencies budget.

(g) Councillors’ Basic Allowances – it was AGREED that, having regard to the recommendations of the Independent Remunerations Panel (IRP) of 6th February 2017, the basic councillors allowance be paid to Bisley Parish Councillors based on 29.09% of the Borough Councillors’ basic allowance increased in line with the consumer price index (CPI). A 2% increase was APPROVED for 2017/18 and provision has been made for this in the Precept. Travel and subsistence allowances were NOT APPROVED, except in specific circumstances, requests by Councillors to incur expenditure for travel and subsistence will be considered by the Parish Council prior to the expenditure being incurred.

A notice of the IRP’s recommendations and the decision of the Parish Council will be published on the noticeboards for a period of 14 days.

(h) Employees Pay Award 2017/18 – it was AGREED that employees will receive a 2% pay award for 2017/18.

(i)  Payment of Accounts and Financial Statement (Appendix ‘A’) – The Financial Statement was APPROVED and cheques signed.

8. EXCLUSION OF PRESS AND PUBLIC

Under the Public Bodies (Admission to Meetings) Act 1960 Section 1(2) – likely disclosure of exempt information the Press and Public were excluded from Part II of the meeting.

9. MINUTES OF MEETINGS

The Part II minutes of the Council Meeting held on 13th February 2017 were APPROVED. Item 12 is now in the public domain.
