9.27 HIGHLANDS COUNTY 2/20/14

9.27.1 SYSTEM SUMMARY

Highlands County has a type 4, E911 system. However, the county has full selective routing as follows:

(A)  Eastern Highlands County - The Okeechobee 763 central office overlaps with Highlands County in the eastern portion. Selective routing directs Highlands County Sheriff’s Office.

(B)  Western Highlands County - A minor overlap from the 494 central office into Highlands County. Selective routing directs originating Highlands County calls to the Highlands County Sheriff's Office.

(C)  Northern Highlands County - The Avon Park 453, central office overlaps into Hardee and Polk Counties. Selective routing is provided to each county involved via tandem with Verizon.

(D)  Southern Highlands County - The Lake Placid 465, central office overlaps into Glades County. Selective routing is provided to Glades County.

9.27.1.1 SHERIFF’S OFFICE PRIMARY PSAP

The Highlands County Sheriff's Department is the Primary PSAP in Highlands County which direct dispatches all law enforcement, fire and EMS calls in the county. All wireless calls within the county are received at this center.

9.27.1.4 Back Up PSAP

Highlands County has a Back Up (six position) PSAP located at the EOC in Sebring. This facility is not manned but can be activated as needed.

9.27.2 SYSTEM MANAGEMENT

The Highlands County E911 system is managed by the Highlands County Sheriff's Office. The responsible fiscal agent is the Board of County Commissioners.

9.27.3 INTERLOCAL AGREEMENTS

Table 9.27-3 shows the required inter-local agreements for the Highlands County 911 system. Typical inter-local agreements are shown in the appendix.
