BREVARDCOLLEGE TORNADO CLUB BY-LAWS

PREAMBLE

Recognizing the value of a strong, well-supported, collegiate athletic program to Brevard College’s mission of developing the whole student, and, knowing the importance intercollegiate athletics plays in the lives of students, parents, faculty, staff, alumni, and friends of the College, the Brevard College Tornado Club is established. The Tornado Club affirms and recognizes the governing authority of the BrevardCollege Board of Trustees and exists at the pleasure of the Board. The Tornado Club will operate under the policies of BrevardCollege and report through the Athletic Director to the office of Institutional Advancement and the Development Committee of the Board of Trustees.

ARTICLE I: PURPOSE

The purpose of the BrevardCollege Tornado Club is to generate fan support and raise funds to support and promote Tornado athletics. The Tornado Club affirms the validity of the NCAA in setting rules and awarding accreditation of the College’s athletic programs. As such, the Club will do nothing to jeopardize the College or its athletes with the NCAA, or any other regulatory body.

ARTICLE II: MEMBERSHIP

Any individual or corporation shall be eligible to become a member of the Tornado Club by paying dues. Membership dues level(s) shall be set and periodically revised by the Tornado Club Steering Committee. The term for membership shall start on August 1st each year and expire on July 31st of the following year.

ARTICLE III: STEERING COMMITTEE AND OFFICERS

  1. STEERING COMMITTEE The Club shall be guided by a Steering Committee composed of the Athletic Director, two coaches – preferably one of male athletics and one of female athletics, Administrative Assistant to the Athletic Director (ex-officio), and Director of Athletic Marketing & Donor Relations (ex-officio), and 1-12 at-large members. The Steering Committee shall initially be appointed by the Athletic Director for one, two or three year terms. Once the proper rotation is established, the term of office for the at-large positions shall be three years (with the possibility of serving two consecutive terms). Coach members shall be appointed or re-appointed each school year by the Athletic Director. The Steering Committee and its members individually do not have authority to act in, or use, the name of the College without the expressed, written consent of the College administration through the Athletic Director.
  1. OFFICERS The Steering Committee will select aPresident and Vice Presidentfrom among its members, each to serve a two year term. The Athletic Director will serve as Treasurer. The Administrative Assistant to the Athletic Director will serve as Secretary.
  1. DUTIES OF OFFICERS

PRESIDENT

Call Steering Committee and General Membership meetings when necessary. A General Membership meeting will be called a minimum of one time per semester. Conduct all meetings. Appoint and dissolve sub-committees as deemed necessary. Be the Club’s spokesperson within the College and Brevard city communities.

VICE PRESIDENT

Assist the President. Conduct Steering Committee meetings in the absence of the President. After serving up to two years as Vice President, succeed the outgoing President in that position for a term of two years.

SECRETARY

Keep the minutes of all Steering Committee meetings. Handle all Committee correspondence. This position may be filled by the Athletic Director’s designee at the discretion of the committee.

TREASURER

Collect and disseminate, with college approval, Tornado Club funds.Provide financial reports on a semi-annual basis.Recommend contracts that the College would sign on behalf of the athletic department. Once every three years, comply with NCAA regulation 6.2.3.1 calling for an independent audit of the accounts of the Tornado Club. This position will be filled by the Athletic Director or his or her designee.

  1. ELECTION OF OFFICERS Election of officers by the Steering Committee will be held at the May meeting each year, with duties becoming effective at the end of that meeting.
  1. SELECTION OF STEERING COMMITTEE MEMBERS Any member of the Tornado Club is eligible to serve on the Steering Committee.
  1. STEERING COMMITTEE MEETINGS Steering Committee meetings shall be held monthly or at the discretion of the President of the club, in consultation with the Athletic Director.

ARTICLE IV: QUORUM

33% of the Steering Committee shall constitute a quorum for the transaction of business.

ARTICLE V: RULES OF ORDER

Steering Committee meetings shall be conducted according to Robert’s Rules of Order.

ARTICLE VI: NCAA COMPLIANCE

All Steering Committee members are expected to have full knowledge of and abide by the NCAA rules. BrevardCollege’s compliance officer will make a presentation on the rules at the Steering Committee’s September meeting each year. The Athletic Director will update the Steering Committee on any applicable rules changes on an ongoing basis.

ARTICLE VII: CLUB DISSOLUTION

Should the Tornado Club cease to operate, all funds deposited into the BrevardCollege accounting system will be reconciled and designated to fulfill any outstanding commitments. Any funds remaining will be left to the discretion of the College for the support of its athletic program.

ARTICLE VIII: AMMENDMENTS

These By-Laws may be amended by two thirds vote of the Steering Committee.

ARTICLE IX: DATE OF EFFECT

These By-Laws shall be effective immediately following their adoption by a two thirds vote by the Steering Committee.
