PROCEDURE FOR CONSULTANTS / DEVELOPERS

AS-CONSTRUCTEDDATA

1.PURPOSE

The purpose of this procedure is to provide a consistent standard for the management of newly constructed and re-constructed asset As-Constructed data.

2.SCOPE

This procedure applies to all subdivisions, developments and re-construction programs.

3.PROCESS OVERVIEW

  • To manage the accurate capture ofas-constructed infrastructure asset datain the City of Gosnells'(CoG) Asset Management system.
  • To improve process efficiency in checking as-constructed infrastructure asset data against design criteria, design plans, constructed details.
  • To improve the quality of information for modelling.
  • To provide a structure for the consistent management of all assets.
  • To allow best practise asset management.
  • To provide as-constructed digital data to the industry.

5.EXPLANATION OF PROCESS

Step 1.The City is a member of A-Spec - - an industry developed specification for the supply of digital data thatincludes specific guidelines for developers and the City,on the collection and recording of therelevantinformation for the supply of as-constructeddata to ensure that it is correct, accurate and complete.

A-spec data isspecifically asset data that is to be supplied in MapInfo native format within 3 weeks of work being completed but prior to a practical completion certificate being issued by the City. Upon completion of all construction works, an as-constructed survey is required to be undertaken by a certified surveyor to record information of all data, in accordance with current A-Spec standards and be related to the title/property boundaries abutting the road reserve.

The developer/consultant or his representative shall be responsible for:

  • ensuring that any information provided by the - CoG - is verified prior to any works being undertaken.
  • ensuring that the "As-Constructed Measurements" of the works are recorded and certified in accordance with the A-Spec document and forwarded to the CoG prior to works being accepted and cleared, to receive a Completion Certificate.
  • ensuring that the data supplied to the CoG is correct, accurate, and complete.
  • ensuring the data is supplied within 3 weeks of work being completed unless otherwise agreed to with the CoG.
  • ensuring that the information provided is relative to the cadastral information being specified by the relevant authority (MGA 94 Zone 50)

Developers and City staff are expected to complete the Corrective Action form - Appendix B - whenever any error(s) in the existing/provided data is noticed or altered.

Step 2.The As-Constructed Certification - Appendix A - must be completed, signed and forwarded with a set of hard copy as-constructed drawings in pdf format and also A-Spec digital data files in CD/DVD-ROM or USB Thumbdrive to the City.The CD/DVD is to be labelled in accordance with documentation in

A-Spec

Step 3.The City will provide acknowledgment of the receipt of Certified Survey Enhanced "As-Constructed Measurements" information from the Developer or their representative.

Step 4.The City will carry out validation checks of the A-Spec specifications of the attribute fields of the as-constructed data within the accepted timeframes which are:

Developments < 10 lots 5 working days

Developments 10 - 50 lots 10 working days

Developments 50 lots 15 working days.

Errors and omissions will result in the data being returned to the consultant for correction and may result in a non-conformance being placed on the data submission. This may result in a delay in the provision of a Clearance

Step 5. Acceptance of data or request for amendment(s) by the City.

Step 6. Insertion of the data into the City's Geographic Information System.

Step 7.A clearance letter willbeissued within the timeframes, as shown in step 2, once the as-constructed data (and all other conditions have been met) is received by the City in the correct A-Spec format.

Notes:Auditsby the CoG of the physical assets will be conducted during the construction phase, at practical completion andat the discretion of the Manager TechnicalServices.

Appendix A

AS CONSTRUCTED CERTIFICATION

CERTIFIED SURVEYORS

This As-Constructed Certification must be completed, signed and forwardedwith a set of hard copy as-constructed drawings and also A-Spec digital data filesin CD/DVD-ROM or USB Thumbdriveto the City.

Upon completion of all construction works, an as-constructed survey is required to be undertaken by a certified surveyor to record information of allassets, in accordance with current A-Spec standards and be related to the title/property boundaries abutting theroad reserve.

The CD/DVD is to be labelled in accordance with documentation in A-Spec

A statement of compliance will be issued once the as-constructed hard copy and the data collected in accordance with current A-Spec formats,have been accepted by the City.

Use this form to advise the City when:

  • Existing on-site asset(s) is different to supplied as-constructed data
  • Construction is changed from design

This will ensure that all assets are recorded relative to the existing data sets to enable:

  • Integration into the City of Gosnells' GIS environment
  • Confirmation of the asset location
