1.  Call to Order / Carvella called the meeting to order at 3:10 PM.
2.  Meeting Minutes Approval / Minutes were reviewed and approved.
3.  Introduction of Guests / Steve Welch from the AG’s Office introduced himself and the committee members introduced ourselves to him.
4.  Attorney Session / Expungement process discussed at length with Scott’s brother, Steve Welch, who is an attorney with the AG’s Office.
Steve explained the difference between expungement and pardons. AG’s office is usually consulted when discretionary expungements are requested. The more convictions/arrests an applicant has the more difficult it is to obtain an expungement. There is a difference in the paperwork needed for a mandatory and discretionary expungement request.
Juvenile expungement is a different process than adult.
Pardons are executive clemency issued by the Governor after a review by the Board of Pardons which is composed of the Chancellor, Lieutenant Governor, Secretary of State, State Treasurer and Auditor of Accounts. The Governor can also commute sentence. The less serious the offense and the length of time that passed increases the likelihood of a pardon. High number of pardons are granted at the Board of Pardons meeting.
Steve presented the group with copies of the statute related to Expungement and Pardons.
Carvella gave the group an article discussing the use of criminal history records in hiring decisions for the group to review.
Marie announced that she is no longer with Del Tech and announced her new position. Carvella also announced that Tracey is no longer with Allen Foods and announced her new employer.
Carvella suggested doing a phone conference with Theresa. / Scott will send some of our Employment Law related questions to Theresa Cheek who is an attorney with CLASI.
Carvella asked for the group to write 3 questions per person to send to Theresa in preparation for a phone interview by Monday.
Carvella will set-up a phone conference with Dave Wilkinson with-in the next two weeks.
5.  Secretary Visit Preparation / Tabled.
The next meeting will be held on March 17th, 2011 at the DEDO/Dover office.
