Minutes of the Parish Council held on 26th April 2017

Present:

Parish Clerk: Mrs G Harrison, also Responsible Financial Officer.

1 Apologies for absence

2The minutes of the ordinary meeting held on the 23rd February 2017 were approved as a true and correct record.

3 Declaration of interest. None

4 Clerk’s report on actions taken for the period For period 18th Feb 17 to 21 April 17 and Ongoing /new Village issues

5 Highways issues – standing item

Street Light – Aysgarth

The clerk is to contact Abi Player – RDC to see if they have any approved contractors for the solar light in Aysgarth

The Clerk is to report the following issues:-

•The drain at the bottom of Mill Hill – Thoralby

•The possible extension of the 30mph limit in Aysgarth from the garage up to the road end at Holme Farm.

•To cut the grass on the area at the side of the footpath opposite the George and Dragon pub in Aysgarth

The Chairman confirmed that John Lancaster would provide a temporary repair to the hole that was dug opposite Town Head farm during the floods.

The Chairman is going to speak to the owner of the George Inn, Thoralby with a view to moving the A Board sign on the village green.

6.Financial Matters

6.1Payments/Purchases/Income

It was resolved to make the following payments:-

The payments over £100 are:-

Annual Parish insurance £275

O'Reillys accountants for Payrol services £102

YLCA – annual membership £201

Please note that the cheque book ran out and so the clerk is to order a new one and then the £40 to Aysgarth Institute and the £15 Thornton Rust village hall hire

6.2

Cheque Signatories

In view of the HSBC Leyburn branch closing down it was discussed whether or not an extra cheque signatory should be added to the accounts. It was resolved that Cllr John Dinsdale be added to the account. The clerk is to obtain a form to add his signature.

Consider a new budget for 2017/18 and set the 2017/18 Precept (worksheet with budget information is attached to meeting notes)

6.3

Appoint an Internal auditor 16/17 account

It was resolved to appoint Mrs Joanna Reynolds for 16/17. It was agreed that a sum of £25 be payable to Mrs Jo Reynolds for her services

7.Planning

Only late applications has been received so the new applications were noted and so they were deferred to the May meeting.

Aysgarth

A load of quarry waste is to be ordered for Tip Lane

Rents as follows:-

Town Ends

Concerns as now possible that there could be 50 people or more people on the site. In the past few years there have been problems with the sewerage system at the east end of the village with sewage flowing into the beck and down to the river. So residents did want to know what was happening regarding the additional sewerage. A new planning application is to be submitted for the shower block

Thoralby:

Rents as follows

J Lancaster - £70

M Cooper - £25

There has been no further updates on the enforcement action on Haw Lane, Thoralby against the Parish Council

Thornton Rust :

Rents as follows

Sheena Pratt - £10

R Cloughton - £70

Thornton Rust village proposed to upgrade the car parking area in the village and are applying to the YDNPA sustainable development fund for grant assistance. The Parish council have been asked to be the financial point of contact for the scheme. It was resolved the Parish Council were happy to back the plans.

9.

Thoralby Moss and Thornton Mire

Cllr MacGregor completed the Thoralby Moss application and signed it, with Cllr Dinsdale double checking all was correct.

10.

Correspondence/AOB

Cllr Dindsdale said that the rubbish bin had not been replaced at Harper Wath Bridge since it was washed away during the floods. The clerk is to chase Street Scene at Richmondshire District Council to see if a replacement can be issued.
