Family Intervention Project

The London Borough of Lewisham is inviting organisations to tender for the Family Intervention Project (FIP) in Lewisham. The contract will be issued for a period of three years (April 2014 – March 2017) with the option to extend for up to two years at the Council’s discretion.

The FIP is a specialist family support service for families identified as having a high level of need in a range of different areas which have escalated beyond the reach of targeted services. Based on a ‘one family, one worker, one plan’ model, the service works intensively and holistically with families, primarily within their own homes, to reduce their needs over time. There is a particular focus on working with families with children and young people at risk of becoming or remaining looked after with the aim of enabling families to stay together safely and when this is in the best interests of children and young people. The key outcomes intended for the service are as follows:

1.  De-escalation of need, in particular, diversion from care;

2.  Improved engagement in education and employment for children, young people

and their parents;

3. Improved family cohesion, confidence and resilience.

Working in partnership with families and other agencies, the service utilises a flexible, strength-based methodology which empowers families and is underpinned by five key elements:

1.  A dedicated worker for each family

2.  An assertive, persistent and challenging approach

3.  Practical, ‘hands-on’ support

4.  A whole-family approach

5.  A single family plan to which the family and all agencies agree

Organisations interested in delivering the FIP in Lewisham will need to submit a Pre-Qualification Questionnaire (PQQ) to determine their suitability to tender for the service.

The deadline for PQQs is 12pm (midday) on 3rd October 2013.

Full tenders will be invited at the end of October 2013 with interviews taking place in

January 2014. The contract will be confirmed in February 2014 with the new service

starting in April 2014.
