Background:

WFP is the leading UN agency for the prevention and treatment of Moderate Acute Malnutrition (MAM) and develops programmatic approaches for the prevention of (acute wasting) and chronic (stunting) through blanket supplementary feeding (BSFP) and social behaviour change and communication (SBCC).

The portfolio of WFP activities in the nutrition sector includes Targeted Supplementary Feeding (TSFP) for the treatment of MAM, Blanket Supplementary Feeding (BSFP) for the prevention of MAM and stunting in emergency and protracted contexts. WFP has been supporting and actively involved with the Government of Yemen (Ministry of Planning and International Cooperation-MOPIC) in the Scaling Up Nutrition (SUN) strategy development and implementation before the crisis onset, and is engaged with the Ministry of Public Health and Population (MOPHP), for the development of national policies and strategies in the nutrition sector and to improve the capacity of the MoPHP including cooperating partners (CPs) for monitoring and evaluating the performances and impact of nutrition interventions.

The Community-based Management of Acute Malnutrition approach has been designed to provide through single service delivery platforms a range of nutrition specific and sensitive services that comprehensively address immediate, underlying, and some basic causes of acute malnutrition encountered in vulnerable communities in Yemen.

The range of services offered can be adapted to the context and the capacity of cooperating partners. Services to be delivered are identified by the community through a participatory planning process.

Key features include:

  • Community-based and community-own platforms for the delivery of services
  • Community participation in the management and daily implementation of activities at centre and community level
  • Outreach and mobilization
  • Linkages with health services and nutrition services for the treatment of Severe Acute Malnutrition (SAM) through referral
  • Platforms are used to deliver nutrition specific Targeted Supplementary Feeding Programme (TSFP) for treatment of moderate acute malnutrition, prevention of acute malnutrition and stunting (BSFP), social and behaviour change communication (SBCC) and linkage with sensitive services (i.e. FFA, conditional transfers, etc.)

Core services and activities, include:

  • Community-based participatory planning
  • Community-based screening and referral
  • Treatment of MAM
  • Prevention of MAM- BSFP
  • Social and behaviour change communication (IYCF, hygiene and sanitation behaviour and communication channels). The objectives of the SBCC services are to:

To sensitize care-takers on inappropriate feeding, health, hygiene practices and assist them to adopt optimal practices (change behaviours)

Increase access and participation in child survival interventions such as de-worming, vitamin A supplementation, immunization and measles vaccination campaigns

Supervision and Purpose of the position:

Under the direct supervision of the Programme Policy Officer and the overall supervision of the Head of Hodeida Field Office (technical supervision is provided by the Head of Nutrition in Sana’a), the incumbent will be accountable for professional technical contribution to projects design, planning, administration, monitoring and evaluation of WFP nutrition programmes/ projects activities, data analysis and progress reporting, and commitment for enhancement of teamwork and capacity building involving all the key CPs and stakeholders participating in the Yemen Nutrition Humanitarian Plan (YHRP), in support of achievement of planned objectives of the work plan, aligned with country programme goals and strategy, nutrition cluster strategy with emphasis on addressing gender and social inequalities.

Specific tasks and responsibilities:

Programmes planning and design:

  • Support the development and the implementation of nutrition recommendations in country and align WFP nutrition activities with national nutrition policies and programs, while promoting coherence of nutrition approaches, in close coordination and collaboration with UN and other key stakeholders;
  • Formulate and design nutrition programmes for emergency, protracted, relief, recovery and development operations (EMOP & PRRO) at the field office in consultation with beneficiaries, CPs, district and governorates government officials;
  • Review CPs proposals to ensure technical compliance with WFP/nutrition cluster guidelines and policies;
  • To forge links with other initiatives, including nutrition sensitive and specific programmes , to identify best practices and share lessons with CPs;
  • Prepare memorandum of understandings (MoUs) & Field Level Agreements (FLA) with Cooperating Partners (CPs) & MoPHP. Conduct reviews and evaluations of all MoUs/FLAs and recommend areas of improvement where applicable;
  • Participate in Local Project Review Committee (LPRC) meetings;
  • Assist with analysing gaps in programme coverage, identify potential partners and liaise with them to increase coverage and minimize overlap;
  • Prepare and regularly update contingency plans for responding rapidly and effectively to changes in the numbers of beneficiaries and food and Non‐Food Item (NFI) requirements;
  • Ensure timely production of the field office work plan, monitoring and evaluation matrix and quarterly activity calendars;
  • Assist in developingtheannualoperationalplanforallnutritionactivitiesimplemented/supportedbyWFP;
  • Ensure implementation of the field office work plan, assess project performance, resource utilization and review achievements (results) of the constraints to the field activities;
  • Stay up to date with other agencies interventions in nutrition or related fields to ensure sound integration of WFP supported projects;
  • Participate in the design and implementation of operational research activities.

Implementation Coordination

  • Manage/coordinate the implementation of the nutrition programmes (TSFP, BSFP

SBCC) in all governorates under Hodeida SO;

  • Represent and advocate for WFP’s mandate, comparative advantage, and

approaches at interagency technical meetings, nutrition cluster meetingsor phone

conferences on the nutrition response to the crisis;

  • To play the lead role in ensuring that all partners work together to deliver the

programme, in compliance with the work plan;

  • To establish and maintain working level coordination mechanisms, including serving

as a focal point to all partners for routine information sharing;

  • To support all partners successful implementation of programme activities through

direct assistance and technical and operational advice, including keeping track of overall distribution and reporting mechanism;

  • To facilitate resolution of disputes among partners and to troubleshoot obstacles to

timely implementation;

  • Represent WFP at nutrition or health sub-national cluster meetings and other

stakeholders/partners meetings when required;

  • Carry out advocacy for WFP field activities through presentations in consultative &

coordination meetings, workshops, seminars, and local radio talk shows among

others;

  • Develop and maintain effective working relationships with government authorities,

bilateral representatives, other UN Agencies, NGOs, CPs and other stakeholders in

the nutrition cluster.

Capacity Development

  • Support and help strengthen the nutrition capacity among WFP staff in the country

in order to implement the nutrition activities and formulate recommendations to

the partners and while advocating for nutrition specific interventions;

  • Promote national and governorate ownership by supporting the government in its

leadership role within the CMAM programme and strengthen the government’s

capacity to play this role;

  • Ensure that all CMAM programme activities prioritize sustainable capacity

development of the targeted beneficiaries;

  • Conduct trainings for CPs on implementation of nutrition activities including

emergency nutrition, management of moderate acute malnutrition, process,

outputs and outcome indicators for TSFP and BSFP, monitoring data analysis and

reporting;

  • Prepare and update of training material, guidelines, information-communication-

education (IEC) material, and implementation tools;

Communication and Advocacy

  • To develop and implement a CMAM advocacy and communication plan, in close collaboration with the UN agencies and CPs, for advancing changes based on the projects outcome and experiences;
  • To establish strategic partnerships with media organizations, government institutions, and relevant civil society actors with the aim of increasing awareness and visibility of the linkages between poverty, food security, and undernutrition in Yemen;
  • Liaise with partners and sub-offices to resolve issues and clarify or obtain additional information;
  • To ensure transparency of the M&E process by disseminating information to CPs and relevant stakeholders;
  • To document and disseminate lessons learnt;
  • To communicate how achieving Yemen SDG 1,2,3,5 and ZERO Hunger Challenge contributes to human and national development.

M&E and Knowledge Management

  • Develop/manageanefficientmonitoringsystemforallWFPnutritionsupported

activitiesandproducemonthlyreports;

  • Ensure that a proper monitoring and reporting system is in place and programme

activities are implemented in line with Results Based Management (RBM)

requirements. Report on implementation bottlenecks and take corrective actions

where necessary;

  • Maintain nutrition database on prevalence rates and performanceindicatorsto

reachaneffectivestate-widenutritionmonitoringandprepareregularupdateson

thenutritionsituationofpopulation;

  • EnsurethatthenutritionactivitiesareincompliancewithnationalandWFP

protocols, guidelines and SOPs;

  • Undertake regular programme performance reviews of WFP food and nutrition

activities in consultation with the relevant WFP units, field Offices and cooperating

partners (CPs);

  • Organize and participate in the appraisal missions for WFP programmes in the field

ofice catchments area;

  • Support ongoing and/or future nutrition assessments by providing technical support

in the implementation of the surveys, the analysis of the results and the implementation of the recommendations together with the implementing partners and in collaboration with other nutrition stakeholders – namely UNICEF, etc.;

  • Manage the commodity pipeline at the field office and food distribution plans and

advise management on the specialized nutritious foods and NFI requirements of the field office for timely delivery i.e. review monthly distribution plan in a timely manner;

Reporting

  • Compile weekly, monthly and quarterly reports and give any necessary support to

Country Office compilation of annual reports;

  • Review weekly and monthly reports and provide feedback on options to tackle key

issues;

  • Participate in the finalization of weekly situation report to country office;
  • Participate in the production of reports, documents and communication papers;
  • Perform other related duties as required by the supervisors.

Minimum Qualifications:

Education:University degree and/or equivalent experience with emphasis in one or more of the following disciplines: Public Nutrition, Nutrition and Food Security, Early Childhood Development and Nutrition, Maternal and Child Nutrition and Health, Public Health Nutrition, Public Nutrition and Food Security Policy and Management, Family and Community Health & Nutrition, Nutritional Epidemiology, Health and Nutrition Education, Nutrition Promotion and Disease Prevention, Nutrition Emergency Preparedness and Response, Nutrition in Disaster Risk Reduction, or a field relevant to international development assistance.

Experience: At least three (3) years of postgraduate professional experience in health or nutrition programming in emergencies with progressive experience.

Knowledge: Training and/or experience utilizing computers, including word processing, spreadsheet and at least one other standard statistical software package for nutrition surveys (ENA, Anthro, Epi info).General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language: Fluency in both oral and written communication in English and other UN official languages,i.e. Arabic.

Desirable skills: Knowledge of general statistical packages (STATA, SPSS, SAS, etc.) will be added advantage.
