Public Health England Audit and Risk Committee –
Independent external member
Public Health England (PHE) is an executive agency of the Department of Health, created on 1 April 2013 to take on the public health functions and staff of a number of previous bodies. The Chief Executive is advised by the non-executive PHE Board. Three members of the PHE Board currently make up the Audit and Risk Committee, which is chaired by Sir Derek Myers.
The Committee seeks an independent, non-executive, member to add an external perspective and expertise to the work of the Committee. Candidates should be able to commit to four meetings annually of the Committee. Applicants should have the following attributes:
- A qualification in accounting and membership of a professional accounting organisation;
- Experience of accounting at a senior level in a government or public organisation; and,
- Experience of audit, governance and risk management at a senior level in a government or public sector organisation.
The initial appointment will be for two years with the option of renewal if both parties are happy to extend the arrangement.
The duties of the members of the Audit and Risk Committee are set out in the Terms of Reference of the Audit and Risk Committee, as guided by the HM Treasury Audit and Risk Assurance Committee Handbook 2013
( ) and the Framework Agreement between the Department of Health and Public Health England, ( ) including, where appropriate, Annex A: its Code of Conduct for staff. A copy of the Terms of Reference is enclosed.
The successful candidate will be expected to attend four annual meetings of the Committee and commit to one additional day per meeting for preparation. There may be one or two other occasions, such as training or awareness days, that the successful candidate will be invited to attend. The maximum number of days that the successful candidate will be expected to commit to is 10. The daily allowance payable is £278 (two hundred and seventy eight pounds), plus reasonable travel expenses in accordance with the prevailing PHE business travel policy.
Meetings of the Committee usually take place in February, June, September and November. The venue for meetings is usually Wellington House, 133-155 Waterloo Road, London SE1 8UG.
