TITLE: COMMITTEE ON SPECIAL EDUCATION CHAIRPERSON

QUALIFICATIONS:

Certification as teacher, administrator or other certified status eligible for employment in a school district.

REPORT TO:

Superintendent of Schools

RESPONSIBILIITES:

The CSE chairperson is delegated by the Superintendent and the Board to conduct all functions related to appropriate education of students in need of special education services.

1)Operation of Committee on Special Education (CSE)

  1. Conducts in accordance with Education Law, NYS Commissioner’s Regulations (Part 200), and School District policy, the referral, evaluation, parent notification, individualized education program (IEP) development, placement, and annual and triennial review process.
  1. Conducts all CSE meetings with appropriate guidelines including the maintenance of agents and formal minutes.

2)Reports to the Board of Education and the NYS Education Department.

  1. Responsible for and completes all reports for the Board of Education and the State Education Department.
  1. Responsible for the maintenance of a registry of information on all students in need of special education services.
  1. Develops an annual report to the Board as the Special Education Plan for the District.
  1. Files, in a timely fashion, reports relating to the System to Track and Account for Children (STAC), declassification services, speech services, Educationally Related Support Services (ERSS), aging-out, annual Pupils with Disabilities (PHC) data, registration of legally blind children, federal funds (89-313 and PL94-142), state funds (SA) and BOCES requests for services.
  1. Coordinates a regular five-year review by the State Education Department.
  1. Files other reports as required by the Superintendent.

3)Communication with related agencies.

Establishes regular communication links with building Pupil Personnel Services (PPS) Teams, building administrators, countyCSE chairs, consortium chairs, pre-school agencies, county agencies, BOCES, special education teachers, and related service providers.

4)Education Programs and Personnel.

  1. Assists building principals in implementing special education instructional programs and evaluating their effectiveness.
  1. Assists building principals in the recruiting and assignments of special education staff.

5)Other duties.

  1. Carries out any other assigned duties and/or responsibilities which may be deemed appropriate by the Superintendent of schools and the Board of Education.

EVALUATION:

Performance will be evaluated annually in accordance with Board of Education policy.

TERMS OF EMPLOYMENT:

12 Months
