TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy - Project Manager – KFW Cash for Work, Lebanon

Description of Duties and Responsibilities

Under the direct supervision ofDeputy Director and in accordance with established Agency Policy and Procedures, the incumbent will:

-Plans, directs and coordinates activities of the project ensuring that goals and objectives are accomplished within a prescribed time frame, funding parameters, project aims and components and UNRWA rules and standards. Providing technical and managerial oversight, problem solving, and coordinating activities with stake holders, to ensure continuity of operations and efficient performance of project personnel;

-Is responsible for the whole project cycle management of all project components (shelter rehabilitation, maintenance of premises, infrastructure works… etc.) including internal and external coordination, advocacy, information management, operational and financial oversight;

-Coordinates all components of the project with UNRWA project team and project support office, community, concerned Lebanese authorities, the donor, UNRWA head office,… etc. in order to ensure all components of the project are completed in accordance with project goals and UNRWA plan and procedures;

-Liaises with UN agencies, beneficiaries, NGOs, the Palestinian factions and committees, donor and governmental bodies to ensure meeting full coordination, oversight and accountability requirements for the implantation of the project activities;

-Oversight of the management of tendering, contract preparation, preparation of detailed analysis of submitted bids, together with controlling the budget of all project components;

-Prepares technical, financial, progress and any such related reports and information as may be required by the Agency and the donor. Particularly detailed time schedules, cost and financing schedules, financial forecast, etc.;

-Coordinates closely with other departments related to the projects: education, relief, legal, logistics, donor relation, Area officers and procurement. Ensures community participation in the progressing and designing of the project component;

-Contributing to UNRWA and the donor monthly progress reports, reports will show in summary results and progress made on physical achievements and expenditures overtime;

-Develops and maintains effective relations with internal and external project stakeholders and with local camps’ community for the advancement of the project;

-Preparing and implementing risk management plans;

-Preparing and implementing communication and visibility plans;

-Manages self- help components of the project in close coordination with the community and establishes innovative ideas to involve the community more in the implementation of the project;

-Ensures safety measures are adopted during implementation;

-Direction, coordination, assigning tasks and evaluation performance of the project personnel.

Essential Qualifications and Experience

-Advanced university degree in business or public administration or developmental or other related field of study.

-Minimum 8 years of professional experience at national and international levels in project management of microfinance or self-help or related projects or activities.

-Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

-High levels of political awareness; high level of skill in negotiation and problem-solving in a crisis/emergency setting;

-Demonstrated competence in all aspects of project planning and management, including application of all aspects of results-based management/project cycle management;

-Ability to develop clear goals, independently plan and prioritize own work, work well under tight deadlines and handle multiple concurrent projects/activities;

-Positive attitude and strong analytical, interpersonal and communication skills;

-Proven ability to exercise initiative and resourcefulness necessary for prioritizing multiple clusters/components.

CONDITIONS OF SERVICE

-Remuneration for this consultancy is an equivalent of P4 and will depend on the qualifications and experience of the consultant.

-Contract Duration: 11 months (extendable upon availability of funds).
