Position title: General Services Specialist/Motorpool Manager

Responsibilities include, but are not limited to, the following:
Vehicle Management and Maintenance
· Ensures vehicle fleet is in compliance with all local requirements, including mandatory insurance, licensing, registration, and certification of the State inspection.
· Maintains individual vehicle status file(s) for all official vehicles. Included in these files are titles, registration, warranties, Customs documents, license copies, and other pertinent legal documents.
· Maintenance of the online Vehicle Management Information System (VMIS), enters fuel and maintenance data and checks all VMIS Reports for correctness.
· Ensures vehicles are repaired in a timely manner. Informs DMO of any difficulties encountered in effecting timely repair. Maintains a schedule of regular and over regular servicing and ensures vehicles are serviced on schedule.
· Ensures vehicles are refueled appropriately and in a timely manner.
· Collects reviews and transfers the vehicle logs to the DMO for verification.
· Certifies and translates all vehicle maintenance and repair invoices.
· Authorized to drive Peace Corps vehicles for official business.
Property Control and Maintenance
· Operates and is in charge of stockrooms for the storage of expendable supplies, such as office, cleaning, maintenance and other supplies and/or the storage of non-expendable property, such as household furnishings and equipment and office furniture and equipment. Coordinates moves of purchased items among facilities, storage of items not for immediate use, and making best use of available space. Might be required to lift heavy objects regularly.
Facilities Management and Operations (PC office)
· General Services Specialist/Motorpool Manager is involved in basic renovation/ repair, cleaning, loading and unloading of supplies, equipment, furniture, etc.; reorganization of offices, etc.
· Ensures Peace Corps facilities and equipment is in good working condition, with regular inspections and scheduled maintenance.
Procurement/ Purchasing
· Receives, reviews, and assigns all requisitions for the procurement of supplies property and services approved by the DMO. Recommends purchases needed for maintaining smooth running of the office, and initiates procurement of additional supplies and equipment utilizing competitive procurement methods wherever feasible and/or required.
· Monitors drivers working schedule and assignments.
· Performs other duties as may be assigned by the DMO.
· Backs-up general Services Specialist/ Property Manager
QUALIFICATIONS
Education A college degree is required.
Driving license category B with practical experience minimum 5 years
Work Experience Minimum of 5 years of related work experience at Peace Corps or International organizations. Minimum of 3 years of experience in supervising or coordinating staff.
Languages Fluency in Ukrainian and good working knowledge of English is required.
Required skills
Driving license category B with practical experience minimum of 5 years. Clean driving records.
· Experience in negotiating agreements, leases and contracts. Experience in local procurement of property, services and equipment. Knowledge of a wide variety of vendors and contacts on the local market to purchase supplies and services for office and residences.
· Working knowledge of inventory control procedures. Good organization, time management and supervisory skills; Ability to work independently with little supervision; Positive attitude towards leadership, collaboration, public service, personal integrity;
· Strong cross-cultural and interpersonal skills; Strong computer skills including word processing and spreadsheet programs;
· Ability to work independently with limited supervision
· Excellent communication and time management skills
Desired Qualifications:
· Knowledge of real estate market, logistics, customs procedures, vehicle maintenance, and general office skills including: data research, analyses, and interpretation
· Filing organization and time management skills.

Additional Comments:
SECURITY REQUIREMENTS: A background security investigation will be required for all hires. Appointment will be a subject to the applicant’s successful completion of a background security investigation and favorable adjudication.
