Minutes
Committee Mission and Purpose: To improve the quality of early care and education of children, birth to school age, by considering issues and making recommendations on programs impacting children in early education; and to ensure that the Council is aware and involved in promoting best practice in all ECE programs.
  1. Welcome/Introductions/Announcements (10 minutes)
  • Attendees included Leah Goldsmith-Branson, Kate Honegger, Kavita Malik, Sharyn McDavid, Jean Monroe & LaWanda Wesley
  1. Approval of Minutes (5 minutes)
  • The August 25, 2016 minutes were reviewed and approved. It was noted we do not need a quorum to approve the minutes.
  1. ECE Quality Committee Work – Explore Early Childhood Mental Health (45 minutes)
  • ECE Quality Committee members viewed Nadine Burke Harris Ted Talk, ACES Quiz and briefly reviewed LaWanda’s PPT handout from her Yolo County Child Development Conference in April 2016 regarding adverse childhood experience and trauma informed care. As result of the discussion the following was decided:
  • Host a late Spring Forum that connects to last springs’ Including Samuel Symposium as acontinuum for exploring best practices to support children w/special needs—the inclusion symposium was primarily aimed at children/youth with physical disabilities and the ACES Symposium would be aimed at children/youth with non-visible disabilities and/or mental health behavior challenges.
  • ACES Symposium attendees would complete pre-work activities by viewing Nadine Burke Harris’ Ted Talk and reviewing the ACES Quiz. The full day session would open in the AM with Nadine’s video for those that did not view it, followed by a facilitated discussion about how ACES is present in our society, individuals, children and family members. The PM session would focus on an engaging interactive activity that explores promising practices centered on trauma informed care and personal/professional self-care.
  1. Parent Engagement Desired Results Resources/Tools (20 minutes)
  • The ECE Committee discussed opportunities to better align family engagement in our county with QRIS, DRDP, as well as helpful tools like CCR Analytics school to home report tool and the Learning Genie that is an app based rating tool for teachers. Teachers have shared it has made completing ratings more efficient and effective, and simple allowing more time in the classroom and connections w/families. The committee will explore the tools more in-depth at the new proposed January 2017 meeting date that is TBD.
  1. Institute of Medicine’s Workforce Development Study – Equity Lens (20 minutes)
  • The committee will revisit efforts to workforce development initiatives from an equity lens. To support this effort, the committee will explore the below article and re-examine the 2009 ACECEP Quality Statement.
  • Transforming the Workforce for Children Birth to Age 8 – Review article prior to meeting (4 pgs.)
  • Revision of the Quality Statement (last updated 2009)
  1. Set December 22, 2016 Agenda (5 minutes)
  • Attendees suggested moving the meeting date to January 2017. They also shared the last Thursday of the month is not ideal and to consider another Thursday and AM timeframe to potentially increase attendance.
