Values and ethics are central to any organization; those serving in a civic organization arena like Rotary, are no exception. The Guardian of Ethics Award, named for Rotary Club of Canton Rotarian Bob Stubbs, was establishedto encourage and promote ideals of ethics in all vocations in District 6910.

This Vocational Service awardidentifies a Rotarian who exemplifies the attributes and passion for ethics in his or her vocation, business and personal life that Bob Stubbs so exemplified

The Rotary Club of Canton nominates Jerry W. Cooper for the Robert S. Stubbs II Guardian of Ethics Award. Jerry has, over a significant number of years, left a lasting positive influence on his vocational area and the community in general. Jerry embodies the Rotary motto “service above self” and Rotary’s ethical guideline in its 4-Way Test ------a test that is a call to moral excellence and ethical integrity.

Jerry exemplifies the principles and core value of integrity as Bob Stubbs, in whose memory this award was created. Jerry has devoted much of his life to fostering ethical ideals professionally and personally.

Jerry serves as CountyManager for Cherokee County, Georgia. He has served over 24 years in local government management as City Manager of Woodstock, Georgia; Assistant City Manager in Newnan, Georgia; and as Staff Administrator in Fayetteville, Arkansas.Additionally, Jerry served as a Sonar Technician on USS Sam Rayburn, SSBN 635B, North Atlantic Submarine Fleet for over four years and was Honorably Discharged from the United States Navy in 1983.

Jerry has led government transparency and accountability, earning CherokeeCounty’s website the highest mark for transparency: an A+ grade from the Sunshine Review in 2012. He developed Employee Code of Ethics, including the implementation of a Leadership Professional Oath of Honor. Jerry has played key role in maintaining high morale in organization during the worst economic recession since the great depression.

A native of White Hall, AR, he holds a Bachelor’s Degree in Public Administration and a Master’s in Public Administration from the University of Arkansas. Jerry is active in numerous organizations, including the Malon D. MimmsCherokee Boys & Girls Club, Cherokee County Chamber of Commerce, and Reinhardt UniversityBoard of Advisors.

Jerry has been active in Rotary in CherokeeCounty for over 16 years, first with the Woodstock club where he served as President, and since 1996, member of the Canton club. Jerry is a multiple Paul Harris Fellow, a Paul Harris Society Member, a Rotary Foundation Benefactor and Rotary Foundation Bequest Society member, and a Georgia Rotary Student Program Endowment Will Watt Fellow.

Jerry was recognized as Rotarian of the Year; first in 2002 with the Rotary Club of Woodstock, then in 2012 with the Rotary Club of Canton. Additionally, Jerry was the recipient of the W. Lee Arrendale Vocational Excellence Award, first in 2006 with the Woodstock club, then in 2011 with the Canton club.

Jerry Cooper’s entire professional career and personal life have been dedicated to the promotion of ethical ideals. As a strategic leader of a local government organization, Jerry has helped build an ethical climate. He has not only modeled strong ethical behavior himself, but his decisions and influence have promoted ethical behavior through the County and beyond. He doesn’t just quote the 4-Way Test each week, he lives it.

Jerry keeps his promises and exemplifies ethical behavior with everyone he encounters, leading to relationships built on trust. Jerry is recognized by others as leading by example, treating people fairly, and creating an environment of honesty and fairness.

Now, having been awarded the Rotary Club of Canton’s Guardian of Ethics for 2013, the Rotary Club of Canton wholeheartedly nominates and commends Jerry W. Cooper as our clubs District 6910 nominee as a most worthy recipient of the Bob Stubbs Guardian of Ethics 2013 for District 6910.
