To ensure that the NERRS Science Collaborative supports projects that align with reserve management needs, each reserve manager is asked to use the attached form to complete assessments for all research/integrated assessment proposals involving their reserve. These assessments must be submitted to the Science Collaborative at both the pre and full proposal application stages.

What is required of applicants:
Reserve engagement is a requirement of the research and integrated assessment request for proposals (RFP). The RFP instructs applicants to consult and engage reserve managers and staff in the development of project proposals and states that it is the responsibility of the applicant to ensure that the reserve manager and other appropriate staff are engaged sufficiently in project development. Applicants are also instructed to provide a copy of their final pre and full proposals to the relevant reserve manager(s).
The RFP states that managers will be completing a proposal assessment for each proposal that involves their reserve by responding to the following criteria:
1)The proposal addresses a current management need for your reserve.
2)The proposing team engaged reserve staff sufficiently during the proposal development process.
3)You agree with the proposed allocation of resources to the reserve, and/or proposed allocation of reserve staff time or other resources if not covered in the budget.
The RFP makes clear that these assessments will be submitted directly to the Science Collaborative, separate from the proposal submissions.
What you should expect from applicants:
You should expect to hear from each proposing team that involves your reserve in advance of pre and full proposal deadlines. Additionally, you should receive final copies of pre and full proposals that involve your reserve.
How your assessments will be used:
Each research/integrated assessment pre and full proposal will be packaged with the relevant manager assessment(s) to share with the review panel. These documents will inform the panel’s reviewand discussion at the pre and full proposal stages. Manager assessment forms will not inform the technical reviews.
