MINUTES OF THE PONTARDDULAIS TOWN COUNCIL MEETING HELD ON THE 7TH JULY 2016

Prior to commencement of business members of the public were invited to ask questions.The Mayor reported questions via e-mail from Mr K. Williams, Dulais Road, Pontarddulais:

(a)Following numerous accidents on the bend by the Fire Station would it be possible to provide a speed bump to slow the traffic? It was agreed to refer the matter to the City and County of Swansea;

(b)Is there a weed spraying schedule for Pontarddulais? It was agreed to query whether the City and County of Swansea has such a schedule.

(c)Would it be possible to have 20mph flashing speed reduction signs near the schools? It was agreed to forward the e-mail received from South Wales Police concerning 20mph speed signs.

Mr S. Davies, Wyndham Close, Pontarddulais referred to the overgrowth around the Rebecca Stone near Talybont Surgery. It was agreed to have the overgrowth cut back.

38.APOLOGIES FOR ABSENCE:

Apologies for absence were received from Councillors J. Miles, D. Beynon and K. Harris.

39.TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:

There were no declarations of personal interest received.

40.TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON THE 2ND JUNE 2016:

The above minutes were accepted as a true record.

(a)Graig Merthyr Memorial Stone (Min No 24):

Cllr E. Davies queried the possible siting of the above stone in the Cenotaph site. The Clerk advised Members that they had agreed to the siting in the January Council meeting. It was agreed that the matter be placed on the agenda of the September Council meeting.

(b)To consider the possibility of purchasing and planting two “living” Christmas trees (Min No 25(a)))

The Clerk reported an e-mail from the City and County of Swansea agreeing in principle to the planting of a Christmas tree in Dantwyn Park. The Clerk stated that he would now order the trees and seek tenders for their planting etc.

(c)Kidney Walk for Life (Min No 25(d)):

Cllr John informed Members she had received a letter of thanks from the Kidney Wales Foundation.

41.TO RECEIVE AND CONSIDER THE MINUTES OF THE ESTATES, DEVELOPMENT AND REGENERATION COMMITTEE HELD ON THE 30TH JUNE 2016:

In the absence of the Committee Chairman, the Clerk reported on the above minutes. He advised Members that the committee would be meeting again on the 14th July 2016 to consider the Council’s response to the Local Development Plan.

42.TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:

Cllr Downing informed Members that approximately 100 people had attended the LDP Roadshow in the Institute on the 5th July 2016. He also stated that the consultation period had been changed to the 18th July till 31st August 2016.

43.TO RECEIVE AND CONSIDER ANY URGENT MATTERS FROM TOWN COUNCILLORS:

There were no urgent matters to consider.

44.TO ANSWER QUESTION FROM COUNCILLORS (3 CLEAR DAYS’ NOTICE HAVING BEEN GIVEN TO THE PERSON TO WHOM IT IS ADDRESSED):

There were no questions tabled.

45.TO RECEIVE AND CONSIDER REPORTS FROM THE CLERK:

  1. CORRESPONDENCE:

The following correspondence was received and noted:

(a)20mph speed limits – copy of e-mail from South Wales Police to Cllr Griffiths;

(b)City & County of Swansea – Licensing Act 2003 – Review of Special Policy on the Cumulative impact of Licensed Premises (Cllr Downing declared an interest);

(c)Welsh Government – recruitment of additional members onto the Building Regulations Advisory Committee for Wales;

(d)Welsh Government – Appointment of Members onto the Arts Council of Wales;

(e)Wales Audit Office – invitation to a seminar on redesigning public services – the strategic importance of digital;

(f)Public Services Ombudsman for Wales – Annual Report 2015/16;

(g)Mynydd y Gwair Special Newsletter – hosting business breakfast;

(h)Welsh Government – written statement on the collection and management of devolved taxes;

(i)Active Travel (Wales) Act 2013 – consultation period on the Additional Audited Routes from the 4 July 2016 until the 15 August 2016;

(j)Fly a flag for the Commonwealth – 13 March 2017;

(k)Sustainable, Resilient and Healthy Communities event 21 September 2016;

(l)Barking dogs, Bolgoed Road:

The Clerk reported an e-mail from Mr W. Vonk, Bolgoed Road complaining about barking dogs on a truck travelling through the area. It was agreed to contact the local PCSO for further information.

(m)Pontarddulais Senior Citizens:

The Clerk reported a letter from the Secretary of the local Senior Citizens Association complaining that chairs had not been placed on the stage prior to a performance from an invited choir. The Clerk explained that the caretaker had not received such a request and had replied regretting the misunderstanding.

(n)Model Financial Regulations:

The Clerk informed Members that he now received new model financial regulations from One Voice Wales. It was agreed to refer the matter to the Finance Committee.

(o)Coedbach Park:

The Clerk reported an e-mail from Mrs C. Miller, Pentre Road, wondering whether the Council could fund a new play area in Coedbach Park. It was agreed to meet with representatives from the Friends of Coedbach Park to discuss the matter.

46.TO RECEIVE AND CONSIDER REPORTS FROM THE MAYOR:

The Mayor reported on his civic duties during the past month. Cllr Mathias thanked the Mayor and Deputy-Mayor for assisting the Festival Committee during this year’s carnival.

47.TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:

Cllr John informed Members that the children’s film had been held in the Institute on Saturday 2nd July and the Local Produce Market would be held on Wednesday 13th July.

48.TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF JUNE 2016:

The above expenditure was authorised and approved.

49.TO RECEIVE A MONTHLY INCOME REPORT AND BANK RECONCILIATION FOR THE MONTH OF MAY 2016:

The above reports were received and accepted.

See Appendix “B” and Appendix “C”.

50.TO RECEIVE PLANNING APPLICATIONS PREVIOULY CIRCULATED TO ALL MEMBERS:

(i)83 Ffordd Cambria, Pontarddulais – erect a storm porch to the front elevation;

(ii)5b Gorsaf y Glowr, Pontarddulais – construction of 1 dwelling and adjoining garage;

(iii)90 Bolgoed Road, Pontarddulais – new dormer window to front elevation & demolition & rebuilding the existing rear garage & utility area with a link to main dwelling.

There were no observations concerning the above applications.

The Clerk also reported a decision from the City and County of Swansea to approve stables, cesspit and retention of use of land for horses on land at Pentre Farm, Pentre Road, Pontarddulais. The Town Council had previously objected to this application.
