MINUTES OF THE MONTHLY RD REVIEW MEETING HELD ON 18TH APRIL, 2006 AT CONFERENCE HALL NO.2
Commissioner & Secretary, Rural Development Department chaired the meeting. The list of participants is enclosed as Annexure 1.
The Action Taken Report based on the decisions of the monthly meeting held on 14th February,2006 through video conferencing is enclosed as Annexure-2 .
The details of submission of reports and returns are enclosed as Annexure-3.
1)DMs should furnish Monthly Reports and Returns including all Annexure by 5th of every month.
2)Director, Agriculture/ Horticulture /Panchayat / Fisheries and SE, RD should also furnish information /agenda (both hard and soft copies) by 5th of every month for incorporating in the agenda of the RD Department and putting the same in the RD Website.
The details of submission of proposals for release of different installments under various RD schemes are enclosed as Annexure-4.
After a detailed discussion, the following decisions were taken: -
1)Updating Websites: - Annexure- 5.
1)DMs should upload data on ARWSP/Swajaldhara fund in the Websit of Bharat Nirman http:/ for all RD Schemes by 3.06.2006 positively.
2)Additional Secretary, RD may take up with the GOI for sorting out the technical difficulties regarding data entry on “Swajaldhara”.
3)DM, North, West and South should improve number of entries under SGRY.
4)DMs should ensure that there is gap of only a month for updating data entry.Data entry upto March, 06 must be completed.
5)All drinking water inputs should be incorporated under Bharat Nirman.
6)DM, Dhalai should verify financial progress report on TSC updated upto April,2004 only.
7)DM, Dhalai should ensure updating of entries of NFFWP upto March,2006 and SGRY (both physical and financial) updated upto June, 2005 only.
II. Fisheries/ Creation of Large water bodies: Annexure – 6
1)Requisition of fund is placed by the Fishery Department with DM, South for 71 nos. projects having outlay of Rs.195.21 lakhs, DM, South should confirm whether all the projects are covered or not.
2)The number of projects covered by the BDOs and by the Forest Department should be reported by all DM’s for forest/outside forest areas separately within 15.05.06.
3)Director, Fisheries shall ensure that details of water bodies created by the BDOs/DFOs are collected by the Fishery Department immediately.
4)Director, Fisheries shall direct the Dy. Director, Fisheries , Dhalai and South district to be pro-active and collect the details of water bodies created by the BDOs /DFOs by 24/4/2006.
5)Director, Fisheries to report the requirement of fund for the year 2006-07 by 15.05.06.
6)DMs should report about flow of fund under SGRY/NREGP/HTM etc. for creation of water bodies by 25.4.2006.
IIIAgriculture: Annexure - 7
1)DM, West should ensure release of fund (Rs.9.49 lakhs) for seed replacement in respect of Mandwi block immediately.
2)DM, South should also ensure release of balance fund(Rs.3.35 lakhs) for seed replacement.
3)Target for production of rice and pulses in respect of the year 2006-07 has been fixed at 1 Lakh MT and requirement of fund out of PDF/SGRY / NREGP would be Rs.9.00 crores. This requirement is meant for (a) seed replacement (b) training of the farmers (c) field demonstration. DMs should ensure release of Rs. 9.00 crores out of PDF/ SGRY /NREGP. Share of fund of the DM, West and South would be maximum.
4)DMs should arrange funds required for Agri Mechanization among small farmers.
IV.Irrigation : Annexure - 9
1)DM. West & Dhalai should furnish requirement of pump set in details showing breakup of pump set required for exploiting ground water and surface water along with further details viz. capacity in HP, Brand etc. by 30/4/2006, while North & South have already submitted.
2)For creation of water areas, site selection is important for irrigation purpose. Location of water bodies should be considered where irrigable land is found at the downstream.
3)For the year 2006-07, DMs should prepare detailed action plan inviting BDOs, representatives of the water resource department and ZDOs and submit by 15.06.06.
V. Construction works of other Deptt:
1)Additional Secretary, RD may reiterate through a general circular regarding placement of fund for construction of works of other departments through the DM & Collectors only.
2)DMs should also issue a general circular to the BDOs not to take up any construction works of other departments without permission of the DMs.
3)Procurement of pre-fabricated materials and cost thereof has been assessed by the SE,RD and pre-fabricated materials are found to be more costlier. DM, Dhalai may take up construction of one School/AWC/Community Hall with prefabricated materials.
VI. Construction of Panchayat Office; School building; AWCs &SECs:
(Annexure - 10A to 10D )
1)Director, Panchayat should furnish status of construction of Panchayat office building to the DMs and RD department by 30/4/06.
2)DMs should take up construction of balance No. of school building / AW centre /Panchayat Ghar during 2006-07.
VII.Drinking Water Annexure – 11 and 12
1)With respect to Coverage of habitations with piped water supply from NC to FC, DM,West has reported to have covered 59 nos., North 52 nos. DM, Dhalai and DM, South should report coverage by 25/4/2006.
2)During 2006-07, only piped drinking water supply should be done. No Mark II /III , Sanitary well /RCC well should be taken up. Violation of the instructions, if any, will be viewed seriously.
3)DMs should prepare detailed action plan for converting 600 NC habitations to FC through piped water supply schemes and should submit by 15/6/2006. Technology options are circulated and schemes based on suitability in plain and hilly areas should be taken up.
4)DMs should ensure creation of large water bodies +/masonry well; installation of mechanical device /pump set for lifting water from the reservoir; de-ironing/chlorination ; supply through pipelines.
5)DMs should continue to submit daily report on drinking water and health condition upto 15th June,2006.
6)Monthly progress report on Swajaldhara in revised Proforma should be submitted by DMs every month.
7)Proposal for release of Swajaldhara fund for the year 2006-07 based on action plan for Bharat Nirman should be sent by all DMs.
8)PRIs/ADC area bodies should take up repairing of defunct Mark II/III tube wells for minor repair out of funds available with them.
9)CE, PHE will submit action plan on sustainability of drinking water source; testing of quality, surveillance and monitoring incorporating recharge and surveillance of drinking water sources.
10)SE, RD should submit utilization of fund on system requirement specifications (SRS) and furnish progress report thereon.
11)SE, RD should submit report on progress of procurement and distribution of water quality test kits.
12)DM, West should submit report verifying utilization of fund placed with VWSCs. Fund left unutilized for longer period should be withdrawn from VWSCs.
VII)TSC : Annexure 13, 14
1)All DMs should act according to modified guidelines circulated by the Govt. of India vide No.W-11013/4/2000-CRSP(Pt.III) dated 29/3/2006 (Annexure-14). Community contribution for toilets in schools and AW C Centres is not required.
2)DMs should send proposals on newly included components of solid and liquid waste management and revolving fund to SHGs.
3)IEC on sanitation, DMs should start denovo.
4)Supply of squatting plates received by the SE, RD will be made to the districts. DMs should utilize the squatting plates and furnish report on their usefulness.
5)DM, North, Dhalai and South should revise action plan; requirement of fund etc. as per revised guidelines and furnish to RD Department by 15/6/2006.
6)DMs should furnish progress report on field survey on hygiene behaviour/ education including actual usage of toilets already constructed and the details of washing of hands after defecation before eating of meals; cutting of nails by 15/6/2006.
VIII) SGRY : Annexure - 15
1)In 2006-07, 10% of SGRY fund should be earmarked for drinking water and 25% for road connectivity.
2)Habitations, having population of 500 or more but do not have road connectivity should be connected on priority basis.
3)During 2006-07 at least formation of road for connecting the habitations having population of 500 or more should be completed and brick soling may be done in 2007-08.
4)Connectivity should be selected point to point and formation of road shall start accordingly.
5)Construction of ramps at the institutions in GP/village level/ AW centre/Panchayat office/Tehsil Block etc,No of institutions existed, institutions covered and institutions left uncovered, a detailed report should be submitted in next monthly meeting.
IX)NFFWP / NREGP: Annexure - 16
1)DM, Dhalai may arrange to open joint account by concerned village Committee and Panchayat Secretary for NREGP funds immediately.
2)Work order to be issued by the concerned village Committee with Panchayat Secretary as Implementing Officer.
X) IWDP / NWDPRA/WDPSCA: Annexure – 17
1)DMs should convene district level meeting for primary sector monitoring the progress of creation of water bodies under these schemes. Progress should closely be monitored by the DMs and in case of any inconsistency in progress, this should be reported to the Commissioner, Agriculture.
2)Under IWDP, NWDPRA and WDPSCA, areas should be prioritized to cover uncovered areas.
XI)IAY : Annexure : 18
1)DMs should submit permanent IAY wait list by 15/6/2006.
2)DMs should send list of nominees for extending comprehensive benefits to the rural BPL families providing free of cost electric connections to the IAY nominees for the year 2004-05 onward by 15/6/2006.
3)DM, West should furnish report on progress of construction of IAY house with bamboo sheet in Jirania block by 30/4/2006.
XII.Block building : Annexure – 19
1)DM, Dhalai should submit report by 15/5/2006 regarding requirement of fund for construction of Manu block building.
2)DM, South should assess requirement of fund for completion of construction of Kakrabon block building and submit a detailed report by 15.5.06.
3)DM, South requires Rs.20 lakhs for construction of quarters for the BDOs at Ompi and Amarpur. Additional Secretary,RD may verify fund position of the year 2006-07 and process accordingly.
XIII.SGSY : Annexure – 20 & 21
1)Achievement over target in respect of all the districts though is higher during 2005-06 but report collected in respect of the year 2004-05, real positions was different and poor. The Project Directors should verify the ground reality and take appropriate action against the defaulting bankers.
2)Nalchar Branch of TGB is reported to have disbursed subsidy money only and recovery is started against subsidy disbursed. PD, DRDA, West should enquire the position and submit a detailed report to the Commissioner & Secretary, RD by 15/5/2006. In case, banker is found in fault, FIR should lodged against the banker.
3)PD, DRDAs should ensure quality but not quantity.
4)DMs should create Market stalls exclusively for marketing of products of SHGs assistant under SGSY in 2004-05 and 2005-06 using SGSY infrastructure funds during 2006-07.
5)DM, North and DM, West has submitted report on marketing tie up. Marketing tie up in Dhalai district is reported to be not viable. Group has been identified and training is being organized in South Tripura.The cost of file board produced by the SHGs, even if it is higher, order may be placed for supply.
6)DMs should furnish status of production of leaf cups by 30/4/2006.
7)DMs should ensure computerization of SHG data by 30/4/2006.
8)DMs should furnish status of dry fish processing by SHGs by 30/4/2006.
9)For training to the artisans in Handloom and Handicrafts, requirement of fund is Rs.25 lakhs and PDs should accordingly set aside the fund and arrange to the field functionaries; West; Rs.8.00 lakhs South; Rs.7.00 lakhs; North; Rs.9.00 lakhs and Dhalai Rs. 6.00 lakhs;.
XIV.Material Position: Annexure: 22 & 22A
1)SE,RD should ensure replenishment of 12mm, 16mm, 20mm rod and GCI sheets in district store of South Tripura and Dhalai district.
XV)Accounts Matter:
1)DM should ensure submission of Reports on replies to audit paras of the BDOs and PDs pending with AG by 15/5/2006.
2)DM should ensure submission of ATR on the Internal Audit report submitted by the Director, Audit , FD,GOT by 15/5/2006.
3)DM, Dhalai should submit Reply to 64th PAC report by 15/5/2006.
4)DMs may start Implementing the Accounts Manual in all Blocks; offices of PDS; Ees etc. w.e.f. 01.06.2006.
XVI.Cash verification and Cash analysis: Annexure - 23
1)Inspection of cashbook is necessary for financial discipline. RD department has circulated a list of officers for conducting inspection of cash book. DMs should ensure that the officers drafted for inspection of cash book shall submit report before 15/5/2006. DMs should forward verification report by 15/5/2006 with their comments to the RD Department.
2)DM, Dhalai, and South should furnish cash Analysis by 30/4/06.
XVII.Establishment Matter: Annexure: 24 & 25
1)Self-appraisal for writing of ACRs of the officers should be submitted by 30/4/2006.
2)DMs should ensure submission of Annual Property Return of the staff and officers by 30/4/2006.
XVIII.Field Inspection : Annexure - 26
DMs should gear up field inspection.
