1. MARCH 2009 MINUTESwere approved.
2.PLANNING ISSUES, UPDATES, CONCERNS:
Discussion regarding Tauzer men’s locker room and shower: The locker room and shower have been in poor shape for several years but the problem areas have not been repaired due to lack of funds. The remodel/repair is now recommended by Environmental Health & Safety Department.
3. CURRENT MAJOR CAPITAL CONSTRUCTION PROJECTS UPDATE: Tony Ichsan
A.GreenfieldsProject Status
Framing of the baseball home dugout is progressing. June is tracking for completion.The trenching design issues previously reported are resulting in some necessary design adjustments. Field Turf will need to come to agreement on the designchanges for warranty purposes before this portion of the project can be completed. The metal roof will match the existing clock tower on the parking garage. The colors for the columns, off-white precast, are being chosen to coordinate with campus colors.
B.BertoliniStudentServicesCenter
Furniture, fixture and equipment (FF&E) is on track with Purchasing. Exterior brickwork should be completed by the end of April. Drywall and tiles for restrooms have begun to be installed. The bid opening for kitchen equipment will take place next week. Geothermal trenching is also beginning next week. Burbank Circle will not be open during Day Under the Oaks this year.
Q: Will Burbank Circle remain closed at graduation?
A: It may still be closed at that time.
C.Race Hall Reconstruction
Final completion is on track for June. The East side is done. The scratch coat on the South side is being applied now, and the brown coat will be applied by Friday this week. (The scratch and brown coats are completed before bricks are mortared on the exterior walls.) Screws are being replaced on the West side because initially the wrong size was used. The interior is completed except for one wall that will be corrected after commencement.
D.Shone Farm Site Improvement (Paving and Lighting)
The striping on the parking lot needs some correction. The islands need black weed-cloth which will most likely be followed by stone placement.
4. FUTURE MAJOR CAPITAL PROJECTS UPDATE:
A.Culinary ArtsCenter
The project planning is progressing well. We will continue to check-in with the State Architect and DSA every other week so the project can go out to bid by the end ofsummer, with an anticipated start to construction in early fall 2009. As the District has experienced some need to boost telecommunications power, this need is being addressed in the planning phase for the CulinaryArtsCenter.
B.PublicSafetyTrainingCenter Advance Lab
Contractor prequalification documents are being prepared. In the 30/70 percent cost split between the District and the State for this project, the District will assume a 2.6 million dollar commitment. However, the District does not deem it prudent to accept the risk of shouldering the 70% costs that would be covered by the State (app. 6.5 million dollars) due to current state financial instability and the uncertain politics of achieving a budget.
5. CURRENT MINOR CAPITAL CONSTRUCTION PROJECT UPDATE: Paul Bielen
A. Santa Rosa Campus
I.Race Hall Student Health Services
This is a small project to move the counter to better ensure confidentiality.The designer has submitted a proposal. The project is to be coordinated with Susan Quinn, the Director of Student Health Services.
II.Race Hall Room 4044 Reconfiguration
Room 4044 is a 2nd floor large classroom on the east side of Race Hall.Instead of moving the seating, the room orientation will be changed. The budget for the project is established. The project includes an additional media screen and electrical work.
III. Parking Attendant Booths
In addition to the cosmetic improvements toB and C lots parking attendant booths, other important improvements include HVAC and communication installation for District Police. The project is planned for summer starting with pad installation and electrical hookup.
IV. Haehl Pavilion Waterproofing
Repairs are needed on the flashing materials. The project is being coordinated with
O.C. Jones. A preconstruction meeting will take place on April 10, 2009. Dick Behrens will be the project manager.
V. Roofing Projects
The roofing projects determined as critical are Analy, Barnett, and Community Education. These three projects are going out in the first bid. Shuhaw roofing project costs are being determined and will go out as a second bid.
VI. SR City Water Conservation Program
The program to replace high flow toilets, urinals, and sink aerators in Santa Rosa campus restrooms with low-flow units will be at no cost to the District. The fixtures and labor costs will be paid by the City of Santa Rosa. The District is still considering which unit to choose, as there are several possible choices.
VII. California Energy Commission—Energy Partnership
A Commission consultant has submitted a report on four Santa Rosa Campus buildings. The recommendation is for lighting controls and HVAC improvements to Heahl, Maggini, Lark, and Quinn. QuinnSwimCenter needs an automatic exterior pool cover. The District can elect to do all projects or take a partial approach, as needed.
VIII. “Stash” Building Demo
The Stash building on Mendocino Ave. is the bright green building that needs demolition to make room for the CulinaryArtsCenter. CEQA documents are being prepared. A time is set aside for public comment and for legal protest. Once the 30 day period is expired the District will bid the project. The demolition is scheduled to take place this summer.
Testing on the grounds of the future CulinaryArtsCenter must be legally handled carefully so Redwood Oil remains responsible for any “deep pocket” (PRP).
B.Petaluma Campus
I.Modular 191 Move
This modular is a 40x48large classroom size. The site originally planned for the move may have to be changed due to plumbing, electrical, and accessibility issues. DSA (hopefully over the counter) approval is required for the new site.
II. Phase R moves have been completed.
C. Shone Farm
I. Tack Barn
The plans for the Tack Barn have been reviewed with the Board Facilities Committee. The project will go out to bid and construction started after commencement.
6. ANNOUNCEMENTS:
SR City Mendocino Ave. Project
Two drawings were passed out and a slide shown of the City of Santa Rosa Corridor Plan. The Corridor Plan is a cosmetic upgrade to Mendocino Ave. driven by neighborhood association members who were opposed to the parking structure. When the association proposed taking up to 75 feet of SRJC green-space, the District objected. In planning meetings some neighbors say the SRJC vista is “boring”. The District disagrees, citing critical acclaim for the (beautiful) grounds. The District considers the green-space a SonomaCounty urban treasure and is opposed to planting trees directly in front of the green belt on Mendocino Ave.A compromise was reached to develop a corridor plan study that is a curb-to-curb project in relation to SRJC grounds. City staffers have agreed to remove some median strip trees from the plan. Additional trees will be planted in front of the flat surface parking lot. The District has recorded a concern that median strip trees should not be too tall so as not to impede line-of-sight in traffic. The District is also on record with the City with concern for bicyclists on such a busy, multi-use urban arterial roadway.
Q: Is the City going to widen the street?
A: No. The City is crowding many activities within the current width, including bike lanes. The City has held public hearings and is aggressively pursuing the Corridor Plan as part of the Santa Rosa General Plan. City planners will go to the Design Review Board next week. They will continue to follow the process quickly.
