Please find enclosed the response to the questions requested by yourself. Also enclosed is the latest legal ‘Opinion’ from Richard Harwood QC and the report from our Transport Planner John Payne.

We do consider that we have been disadvantaged in our response to the Draft Local Plan, as so many documents have been introduced since the consultation periodlast summer. If these documents had been made available then the Plan could have been viewed as a whole and a much more considered response could have been made; not only by us but by other responders’.

The production of so many key documents after the consultation closed made it far too late for them to be considered properly as we have not had the resources or time to do so. There were also inconsistencies between the new information and the LP and some old documents that were available and were then removed. Even now some vital documents are still in draft form and add little necessary information, such as the Infrastructure Delivery Plan. However, the Parish Council has responded to your Questions to the best of our ability given these constraints and welcomes the opportunity to respond further at the hearing.

We support the responses by CPRE, Jeremy Baker and Revd Paul Wilson and of course Dr Wendy Le Las, our Planning Consultant;shewill be submitting some further information on our behalf on various matters of legal compliance.

We would also like to request that you visit, Herne Village between 7.30-8.30am, also Lower Herne Road, the view from the conservation area near Home Farm looking towards Strode Farm, Bullockstone Road, the proposed Relief Road,the view from the top of Millview Road looking west over the Strode Farm vista and lastly the junction of A299/Margate Road South and what is likely to become a rat run for traffic down Hunters Forstal Road and Gorse Lane down School Lane to the roundabout in the centre of the village.
