GENERAL DESCRIPTION OF TASKS AND OBJECTIVES TO BE ACHIEVED

The Agriculture and Food Security Officer -Food Security Assessments and Coordinationwill work under the overall supervision of the FAO Representative for South Sudan, the direct supervision of the Senior Project Officer, the technical support of the FAO Team, including relevant technical divisions in Headquarters and in close cooperation with local authorities. The incumbent will be responsible for leading the implementation of the strategies for implementation of food security assessments and ensuring that assessments are properly organized and properly coordinated. The consultant will also be responsible for supporting food security analysis and reporting. General functions include capacity building, assessments, analysis, dissemination and representation of FAO in relevant forums.
Objectives to be achieved by the Consultant
The consultant will be responsible for the central and field coordination of both regular food security and nutrition monitoring information systems(FSNMS) as well as ad hoc surveys. The consultant will also be responsible for supporting the efforts to expand the current network of GRSS and non-government partners involved in the FSNMS and ad hoc field assessments. The consultant shall also be responsible for organizing the IPC analysis workshops. At all levels, the post holder will lead the process of capacity development through identifying new partners as well as maintaining and supporting existing partners. Strategies will include training, field supervision and reporting. The Consultant will ensure full compliance with FAO partnerships approach at different levels.
Considering the decision making requirements to address widespread food insecurity and the prevailing constraints in terms of institutional context and technical capacity, the consultant will undertake:
  1. Mapping data gaps
  2. Identifying areas of food security concern or food insecurity hot spots on a regular basis;
  3. Ensuring FSNMS or ad hoc food security assessments are planned in all food insecurity hot spots prior to any major IPC analysis;
  4. Facilitating the data collection processes by ensuring that assessment tools are available, field movement plans and budgets are prepared in time, and relevant trainings are conducted;
  1. Capacity building for food security and nutrition monitoring systems (FSNMS) and other ad hoc assessments
  2. Ensure all counties have adequate relevant data from the field prior to IPC analysis sessions. This will entail following up with partners to ensure data is reported from all counties and at the very least from the areas mapped as food security hot spots within any given time;
  3. Data processing and management including data entry, cleaning, and regular follow-up with partners;
  4. Support through training, coordination and joining field teams for data collection during regular and ad hoc agriculture and food security assessments;
  5. Develop training material, and design training courses, curriculum and related training material for national Technician (NGOs government producer organization), beneficiaries;
  6. Undertake directly and coordinate the training in the field;
  7. Ensure the quality and standards of the training provided under FAO programs are met;
  1. Expansion of the FSNMS partnerships within the context of the Food Security and Livelihoods Cluster (FSL-C)
  2. Expanding the network of partners involved in the FSNMS across the country;
  3. Identification of partners and implementation of functional mechanisms for working with these partners;
  1. Supervision, quality control, analysis and dissemination
  2. Regular analysis and dissemination including presentation to management and network partners on key outcomes;
  3. Strengthening of the FSNMS including through regular meetings with partners;
  4. Updating information and promotion of the use of Crop and Livestock Market Information Systems (CLiMIS) to access and disseminate relevant food security and nutrition information.
Perform other related duties as required.
Minimum Requirements
  • Advanced university degree in Food Security, Agricultural Economics, Development Studies or other fields related to the FAO mandate;
  • Five years of relevant experience in food security information and analysis.
Languages:
  • Working knowledge of English.
Knowledge and Skills:
  • Thorough knowledge of the Organization's administrative and HR policies, procedures and practices;
  • Demonstrated use of initiative and ability to make appropriate linkages in work requirements and anticipate next steps;
  • Ability to interpret and apply administrative and staff rules;
  • Demonstrated ability to liaise with multiple UN, NGO, governmental, and media agencies;
  • Ability to plan, organize, implement and report on work.
Interpersonal Communication Skills:
  • Demonstrates openness in sharing information and keeping clients and colleagues informed;
  • Speaks and writes clearly and effectively in English.
