The Idaho Lottery is looking for a Charitable Gaming/American’s with Disabilities Act (ADA) Coordinator to join our fast-paced, fun team.

This position has two main functions as follows:

Charitable Gaming Coordinator Responsibilities

·  Authorized and solely responsible for making the determination of licensing eligibility of organizations by interpreting and applying statutory requirements for Charitable Gaming.

·  Conducts background investigations on individuals associated with or employed by applicant organizations.

·  Provides assistance to law enforcement staff with criminal investigations involving both Charitable Gaming and Lottery in any or all of the following areas: fraud, theft, embezzlement, gaming violations, and corruption.

·  Serves as ILETS Terminal Access Coordinator (TAC) and is responsible for training, testing, and certification of all department employees who have access to ILETS.

·  Reviews and analyzes all annual bingo and raffle financial reports, tax records, financial statements, ledgers and inventories for compliance with Idaho Code.

·  Conducts routine on-site audits of bingo and raffle organizations to verify financial reporting

·  Assists licensed organizations, analyze and evaluate financial records and information for patterns of theft or fraud from charitable gaming activities.

·  Testifies as an expert witness in both administrative and criminal proceedings

·  Coordinates meetings of Bingo Raffle Advisory Board

·  Prepares statutorily required reports for the Lottery Commission

·  Maintains database, website and paper recordkeeping systems tracking charitable gaming licenses and reports

·  Initiates and imposes administrative actions for violations of regulations including but not limited to monetary fees, probation and suspension of licenses

·  Takes phone calls and meets with the general public to answer any questions pertaining to charitable gaming.

·  Interprets, deciphers and applies the Idaho Statutes under Title 67, Chapter 77, Administrative Rules 52.01.01 and Lottery policies and procedures. Drafts proposed changes to statutes and rules.

ADA Coordinator

·  Interprets Title II of the Americans with Disabilities Act to ensure that individuals with disabilities have equal access and opportunity to participate in Lottery programs.

·  Trains and manages six (6) ADA surveyors throughout the state who conduct ADA surveys of Lottery retailer locations to assess the accessibility of Lottery products by individuals with disabilities.

·  Reviews and analyzes all completed surveys to determine whether a retailer location meets the ADA standard for accessibility or requires barrier removal.

·  Communicates both in writing and in telephone conversations the findings of the ADA survey with each Lottery retailer which includes a description of the required changes and requesting a schedule of compliance.

·  Tracks and maintains record of all activity for every retailer to include initial survey, barrier removal completion dates, resurveys and ADA completion.

Minimum Requirements:

Applicants must: have extensive experience and knowledge of accounting principles, be analytical, quick learner, good problem solver, have excellent customer service skills, have excellent oral and written communication skills, ability to work in team or self environment, high level of organizational skills, and be very dependable. Must be proficient in using computer programs, specifically Microsoft Office products including but not limited to Word, Excel, PowerPoint, and Access. Must have business office experience composing and proofing business documents, ability to maintain confidentiality, and experience working with computer records and data bases.

Most qualified applicants will have:

Research and analysis experience

Experience in interpreting and applying rules, regulations, and policies

In depth knowledge of legal requirements under Title II

Knowledge of federal gambling laws

Understanding and knowledge of the Charitable Gaming statute and rules, and Idaho gaming laws

This position may involve occasionally working evenings, weekends and traveling within and out of state

Successful candidates will be required to pass a complete background investigation and drug test prior to appointment

Compensation: $12-$17 per hour depending on experience
