INFORMATION FOR AN APPLICANT

You are entitled to apply for a postal vote if you are enrolled to vote and are unable to attend a voting centre during the hours of voting (8.00 am- 6.00 pm) on
election day.

How do I apply?

Complete all details, sign the form and have it witnessed.

  • If you are unable to write, you may sign this application with your personal mark and have it witnessed by another person; or
  • If you are physically incapacitated, you may request another person to note on the application to vote by postthat you are unable to sign your name.

When do I apply?

An application for a postal vote may be made at any time after Tuesday4 November 2014 (the issue of the writ for the election). However you should keep in mind that postal voting material cannot be issued by the VEC after 6.00 pm on Thursday 27 November.

How do I return my application?

By mail to the early voting centre nearest you.
Please address and affix the appropriate postage stamp.

By fax to the early voting centre nearest you.

By hand to the early voting centre nearest you.

By scan and email to from within Australia only.

When will I receive my ballot papers?

Nominations for the Victorian State election close on Friday14 November. Ballot papers will not be available until after this date.

Your completed ballot papers MUST be in the mail before 6.00 pm (Victorian time) on election day, Saturday 29November.

Other options

A written application is not required if you prefer to vote in person at an early voting centre. You can vote in person during the two weeks before election day.

INFORMATION FOR A WITNESS

Who can be a witness?

You can be a witness if you are:

(a)Wherever the vote is recorded—

(i)an elector; or

(ii)named on the roll for a State or Territory of the Commonwealth; or

(iii)an election official; and

(b)if the vote is recorded outside Victoria or in another country outside Australia—

(i)an Australian citizen; or

(ii)an officer of the naval, military or air forces of Australia or of that other country; or

(iii)a person employed in the Public Service of Victoria or of the Commonwealth or of a State or Territory of the Commonwealth or of that other country; or

(iv)a Justice of the Peace for, or a minister of religion or registered medical practitioner resident in, a State or Territory of the Commonwealth or that other country; or

(v)a High Commissioner, Trade Commissioner or Agent-General for the Commonwealth or Victoria or an officer in the service of the Commonwealth or Victoria on the staff of a High Commissioner, Trade Commissioner or Agent-General; or

(vi)a member of any police force in that other country.

A CANDIDATE FOR AN ELECTION CANNOT BE A WITNESS

Duty of authorised witness in witnessing signature

(1)An authorised witness must not witness the signature of an elector on a written application to vote by post unless—

(a)the authorised witness is satisfied as to the identity of the applicant; and

(b)the authorised witness has seen the applicant sign the application; and

(c)the authorised witness is satisfied that the statements contained in the application are true.

Penalty: 5 penalty units.

(2)An authorised witness witnessing a written application to vote by post must—

(a)sign the authorised witness’s name in the authorised witness’s own handwriting on the application; and

(b)add the title or capacity in respect of which the authorised witness acts and the date.

Application to vote by post made outside Australia

Special provisions apply where applicants are unable to comply with the witness requirements above if:

(a)the application is accompanied by a signed statement made by the applicant specifying why the applicant was unable to have the application witnessed in accordance with (1) and (2) above; and

(b)the election official responsible is satisfied that the applicant made reasonable efforts to comply with the above provisions; and

(c)the application is accompanied by a photocopy of a part of the applicant’s passport—

(i)certified by the applicant to be a true copy; and

(ii)showing the country, date of issue and number of the passport, the applicant’s name, date of birth and signature, and a photograph of the applicant.

Alternatively, all elector and witness details, except for signature panels and signed dates, can be completed before printing by clicking in the box and entering details.

Applications that are incomplete, not signed or not witnessed will not be accepted. Special provisions for witnesses may apply in some instances when applying outside Australia. Refer to information for witness on information page.

What if I am travelling remotely?

If access to an interstate or overseas early voting centre is difficult, the VEC may email ballot material to your nominated email address. In this case, you will receive a separate email with a password to access your ballot material.
