The next Common Recruitment Examination (CRE) of the Government of the Hong Kong Special Administrative Region is scheduled for 13 November2004 (Saturday) in Hong Kong and 8 January 2005 in several overseas cities. If you are interested in the examination, you should apply on or before 28 September 2004. Late applications will NOT be accepted. If you plan to apply on-line, you are strongly advised to submit your application early in order to avoid the last-minute rush of applications which may overload the on-line facilities at the Civil Service Bureau homepage and thereby prevent the transmission of your application.

The purpose of the examination and the application procedures are set out below.

1. Purpose of the CRE

1.1As a general requirement in language proficiency, applicants for civil service posts at degree or professional level are required to obtain a pass in the Use of Chinese and Use of English papers in the CRE. Applicants for some of these posts are also required to pass the Aptitude Test of the CRE.

1.2.The CRE is held independent of the recruitment process for any civil service posts. Application for taking the CRE is NOT an application for any specific posts. Persons who wish to apply for any government vacancies should follow the procedures stipulated in relevant advertisements. Persons who wish to apply for civil service posts at degree/professional level should first obtain the requisite CRE results. Those [Persons who are interested in joining civil service grades posts at degree/professional level should first sit the examination to obtain the requisite CRE examination results before making job application(s).] [Not applicable to AO applicants?] Applicants for these civil service posts must be permanent residents of the Hong Kong Special Administrative Region.

3. Who may apply

3.1Applicants for the CRE must be holders of degree or professional qualifications, or university students who will have attained a degree in 2005.

[Note : students studying courses of Higher Diploma, Diploma or Associate Degree are NOT eligible to apply for the examination.]

3.2For the Civil Service Bureau to ascertain your eligibility for the examination, you are required to submit a copy of -

(a)transcript for holders of degree qualifications; or

(b)notification letter for graduation in Dec 2004; or

(c)reference letter certifying your prospective graduate status in 2005; AND

(d)your student card (the side with your name).

Please do not submit the original copy.

4. How to apply

4.1You may apply on-line at the Civil Service Bureau homepage ( before 5:00 p.m. on 28 September 2004 (Hong Kong time) (URL: Your web browsers must support SSL protocol.

The on-line system allows submission of the application form only and does not accept attachments. On-line applicants are required to send in copies of their proof of qualifications within four calendar days from the date they submit their application form. You may make use of the collection boxes (detailed in para. 4.2.1 below), which are available up to 5 p.m. on 28 September 2004, for submitting your proof of qualifications. Please read carefully the “Notes for Applicants” at the Civil Service Bureau homepage before you proceed with the application.

4.2 Alternatively, you can complete the application form (CSB 31 (10/2003)), which can be downloaded from the Civil ServiceBureau homepage, and submit together with a proof of your academic/professional qualifications during the application period through the following means –

4.2.1by hand before 5 p.m. on 28 September 2004 to the collection box at G/F, West Wing, Central Government Offices, 11 Ice House Street, Central, Hong Kong; or

4.2.2by post on or before 28 September 2004 (according to postmark) to the Civil Service Examination Unit at 2011, 20/F, 9 Queen’s Road Central, Hong Kong.

4.3You should submit only one application using either on-line facilities or the application form.
