  1. INTENT

The intent of this Request for Interest (RFI) is to search for qualified vendors who can provide, deliver, and set up on site all furniture, fixtures and equipment for the 1111 Jackson Street project.

Alameda County intends to release a Request for Quotation (RFQ) and award a one-yearcontract to the bidder(s) selected as the lowest cost responsible bidder whose response meets the County’s requirements.

The County does not guarantee that a subsequent RFQ will be issued. Should an RFQ be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.

  1. SCOPE

The County requires furniture, fixtures, and equipment for an office building that is part of a $23,000,000 construction project currently in progress. Thefacility is located at 1111 Jackson Street in downtown Oakland, California. The building is 116,441 sq. ft. and consists of eight (8) floors and a basement.

This office building will house two (2) County agencies: the Social Services Agency consisting of the Department of Children and Family Services, Eligibility functions of the Department of Adult, Aging and Medi-Cal Services, support service functions of the Department of Agency Administration and Finance; and the Probation Department (Probation) consisting of its executive and administrative functions. The total number of occupants will be approximately 700.

  1. VENDOR QUALIFICATION CRITERIA

Vendor minimum qualification criteria include, but are not limited, to the following:

  1. Bidder shall be regularly and continuously engaged in the business of providing furniture and fixtures for at least five (5) years;
  2. Bidder shall be a manufacturer or a manufacturer’s authorized dealer of the furniture and fixtures that they are bidding on; and
  3. Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFQ.
  1. COUNTY PROVISIONS

1.Small and Emerging Locally Owned Business: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.

As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the following NAICS Code(s):337121, 337122, 337124, 337125, 337211, and 337214.

A small business is defined by the United States Small Business Administration (SBA) as having no more than the number of employees or average annual gross receipts over the last three (3) years required per SBA standards based on the small business's appropriate NAICS code.

An emerging business is defined by the County as having either annual gross receipts of less than one-half (1/2) that of a small business OR having less than one-half (1/2) the number of employees AND that has been in business less than five (5) years.
