The Scott County Fiscal Court held a regular scheduled meeting on Thursday, February 26, 2015. Judge Lusby called the meeting to order. Present were Magistrates Mr. Hostetler, Mr. Lyons, Mr. Wallace, Mr. Corman, Mr. Hoffman, Mr. Burke, Mr. Livingston, and County Attorney, Glenn Williams.
A motion was made by Mr. Hostetler with second by Mr. Lyons to approve the minutes of the previous meeting. Court voted unanimous.
A motion was made by Mr. Lyons with second by Mr. Wallace to approve the following transfers. Court voted unanimous.

A motion was made by Mr. Burke with second by Mr. Corman to approve the bills as presented and the following hand check. Court voted unanimous.

Clerk, Rebecca Johnson completed her forty hour training unit and received compensation.
Toyota and Scott United representatives, Kim Menke and John Copper discussed the Workforce Investment Act. They referred to a Workforce Innovation and Opportunity Act (WIOA)booklet distributed to the magistrates last week. Mr. Menke explained how the act had been administered in the past and detailed other options for the court.He emphasized Kentucky cannot afford to accept the status quo. Mr. Livingston questioned the timeline listed in the booklet and stated there wasn’t a Scott County elected official representative included in his proposal. Mr. Menke stated it was merely an exampleand clarified no action was required of the court at this time.
BGADD Director, David Duttlingerdistributed the 2014 annual report stating corrective action was taken on the audit findings. He emphasized sixteen of the seventeen counties have signed the cooperative agreement. Judge Lusby stated accepting requests for proposals for the fiscal agent party seemed like the appropriate action.
Retired workforce development employee and Scott County citizen, Susan Craft expressed her support for BGADD.
Jailer, Derran Broyles requested to hire Richard Weekly as part-time maintenance employee at $12.00 per hour and Shaina Forman as full-time deputy jailer at $12.16 per hour. A motion was made by Mr. Wallace with second by Mr. Hostetler to approve the new hires. Court voted unanimous.
Scott County Fiscal Court accepted sealed bids for a culvert replacement on North Rays Fork Road. Hornback Construction $78,598.00, Hale Construction $178,930.00, Frederick & May Construction $120,580.90, Straigt Edge Construction $79,707.00, LonkardCosntruction $122,855.00, Angel Construction $107,817.50.HMB Enginners, Inc. recommended the project be awarded to the low bidder, Hornback Construction. A motion was made by Mr. Lyons with second by Mr. Burke to approve the low bid. Court voted unanimous.
Stamping Ground Commission requested to reappoint Rob Jones as the Stamping Ground Planning & Zoning representative. A motion was made by Mr. Lyons with second by Mr. Livingston to approve the reappointment. Court voted unanimous.
Mr. Williams summarized the electrical inspection contracts for Toyota Inspectors. A motion was made by Mr. Hostetler with second by Mr. Hoffman authorizing Judge Lusby to signthe updated contracts. Court voted unanimous.
Sheriff Hampton requested to junk several old computers, printers, and radios. A motion was made by Mr. Hostetler with second by Mr. Lyons to declare the items as junk. Court voted unanimous.
EMS Director, Dave Sloane requested to junk an E-Machine computer with serial number CCA64M0071100 and a Hewlett Packard computer with serial number MX894303KS. A motion was made by Mr. Wallace with second by Mr. Lyons to declare the items as junk. Court voted unanimous.
Mr. Sloane requested to donate a surplus stretcher to Elkhorn Crossings School. A motion was made by Mr. Hostetler with second by Mr. Lyons to approve the donation. Court voted unanimous.
Judge Lusby requested to junk two chairs from the office of Deputy Judge/Executive. A motion was made by Mr. Corman with second by Mr. Hostetler to declare the items as junk. Court voted unanimous.
Mr. Hoffman requested to adjourn in honor and memory of Phyllis Rankin –wife of retired Magistrate, Bobby Rankin. Judge Lusby apologized for not officially adjourning the last meeting in honor of former Senator, Wendell Ford; therefore, the court will adjourn in honor of both.
Mr. Hostetler thanked the Scott County Road Department for their hard work and long hours during the recent snow storm. Judge Lusby stated he received several compliments.
Being no further business, a motion was made by Mr. Hoffman with second by Mr. Lyons to adjourn the meeting in honor of Phyllis Rankin and Wendell Ford. Court voted unanimous.
