1.APOLOGIES FOR ABSENCE

Apologies were received from, Mr N MacMaster,Mr D M Walton,Mr T M Welsh,

Mrs T E A Welsh and Mr M D Newman

Mr L CresswellandMr T J Keane was unable to attend the meeting.

2.CHAIRMAN’S ADDRESS

The Chairman had attended the Graduation Ceremony at Thomas Gainsborough School which

had gone extremely well and had also attended the Sudbury Triathlon along with councillor

Sarah Page to award prizes to the competitors.

The Chairmanattended Stephen Lunn’s Funeral which had been a very sad occasion.

The Great Cornard Fete was well attended and the day had been a great success, and the

Chairman congratulated the Great Cornard Community Association on organising the day.

3.TO CONFIRM THE MINUTES OF THE COUNCILMEETINGHELD ON13th JUNE2016

AGREED that the Minutes of the Council Meeting held on 13th June 2016 are confirmed

and signed as a correct record, subject to the following change.

Mr Bavington commented that it is not possible to guaranteethe safety of libraries in the future.

4. TO DISCUSS THE CONTINUED ABSENCE OF COUNCILLOR MR CRESSWELL

Mr Bavington confirmed that the last meeting Mr Cresswell attended was the Annual Parish

meeting on 11th April 2016, and that as a new councillor, Mr Bavington believed that

Mr Cresswell may not have realised that this did not count towards his six months attendance.

AGREED to approve Mr Cresswell’s continued absence until November 2016.

5.POLICE REPORT

. The Council Manager reported damage to two picnic tables at the Country Park and that the

police had undertaken to patrol the area on a regular basis.

Motorbikes in Shawlands Woods continue to be a problem; the Council Manager has met with

PCSO Laura Mansell who had undertaken to carry out some education work with theschools.

The Council Manager had written to the police regarding the recent burglaries inGreat

Cornard. Although both burglaries were of an extremely serious nature the police did

not believe that there had been a significant rise in burglaries in the area. Mr Bavington

statedthat the burglaries had been extremely distressing for the residents involved and

the council AGREED to write to the police again to press the need for action in this matter.

6. DISTRICT COUNCILLORS REPORT

District Councillor Bavington reported that the District Council had voted in favour of going out

topublicconsultation on Devolution. The consultation period starts on the 11thJuly2016 and

ends on23rd August 2016.

District Councillor Burrows advised that the consultation is available online.

Both Mr Sheridan and Mr Cornishraised concerns about the number of elderly residents

who would miss the opportunity to respond due to not having access to a computer.

AGREED to add the Devolution Consultation to the next Policies & Resources committee

agenda.

Mr Burrows advised that the district council is holding a Sustainable Future drop-in session

at the StevensonCentre from 3pm until 7pm on Monday 18th July 2016.

7.COUNTY COUNCILLOR’S REPORT

Mr Beer did not attend and did not submit a written report.

8.ITEMS BROUGHT FORWARD

  1. Great Cornard Community Association

Mr Sheridan reported that the fete had been well supported by the community and by parish

councillors and that the association were pleased with the turn out, although it was difficult to

gauge numbers as no admission fee was charged.

Mr Cornish stated how much he had enjoyed the Andrews Sisters’ tribute act and the council

AGREED to ask Mr Sheridan to pass on the Council’s thanks and congratulations to the

association’s members fororganisingsuch a successful event.

  1. Beat The Street Initiative

Mrs White reported that the six week scheme is due to start on the 21st September and finish on the 2nd November 2016. Sudbury Town Council are organising a team to take part in the scheme, which requires twenty five people, and if anybody from Great Cornard is interested in forming a team to contact Jane Hatton.

c. Vacancy for Representative on Sudbury Market Town Partnership

AGREED Mr Cornish to represent the council on the Sudbury Town Market Partnership.

d. Vacancy for Community Emergency Advisor

Members reviewed the information supplied by Suffolk County Council on the role of the

Community Emergency Advisor. Members discussed the requirements and AGREED to

approach Sudbury Town Council to request whether Mr Bradley Smith, the Community

Emergency advisor for Sudbury could take on the role for Great Cornardas well.

9.FIFTEEN MINUTE ADJOURNMENT FOR THE PUBLIC TO ASK QUESTIONS

At 7.30pm the council formally adjourned debate to allow electors of Great Cornard

Parish Council to put questions to the council.

The business of the meeting resumed at 7.30pm

10.CORRESPONDENCE

  1. Babergh District Council: Street Names for Land East of Carsons Drive (to be known as Woodland Rise)

Members rejected the developer’s request for suggestions with a ‘Royal Theme’. Mr Bavington reminded members of the council’s long standing policy to put forward names of families/people who have a longstanding connection with Great Cornard. AGREED to add the former vicar of Great Cornard, Jamie Allen to the current list of proposed names (See Appendix A), which can then besubmitted to Babergh DC.

AGREEDto add the replenishing of the list to a future Polices & Resources committee agenda.

11.TO CONSIDER A CONSULTATION ON THE RIGHTS OF WAY IMPROVEMENT PLAN IN

SUFFOLK

Suffolk County Council are inviting responses to their consultation on what people think about

the public rights of way network in the Suffolk countryside.

AGREEDthe Chairman to respond to the online questionnaire on behalf of the Council.

12.TO RECEIVE AN UPDATE ON THE BDC LOCAL PLAN: STRATEGIC SITEALLOCATIONS

& DESIGN CONSULTATION

Mr Bill Newman, the Corporate Manager for Strategic Planning at BDC has accepted the

Council’s invitation to meet on a private and informal basis to discuss the progress of the

Local Plan.AGREEDto request that the meeting take place on Monday 19thSeptember

at 7pmat the Stevenson Centre and to invite Councillor Burrowsto the meeting.

Members AGREEDto schedule an additional meeting date in October for the Council to

discuss its future strategic direction. The Council Manager to propose dates at the next

Policies and Resources committee meeting.

AGREED to exclude the press and public from the meeting.

19.TO RECEIVE AN UPDATE ON THE FACILITIES MANAGEMENT AGREEMENT

Mr T Welsh and Mrs T Welsh declared a pecuniary interest as they are both employees

of the Samuel Ward AcademyTrustand left the meeting.

The Council Manager confirmed that the Facilities Management agreement had been sent to

the school and that the council is awaiting their response.

Great Cornard Parish Council

STREET NAME LIST

TAYLORThe Taylor family had several farms in the parish during the 18th & 19th centuries. William Taylor senior lived at Wells Hall Farm, which was demolished after his death in 1848

WAKELINThe Wakelin family was first mentioned in the parish registers of 1690. They had been innkeepers and wheelwrights at the King’s Head until the middle of the last century

HECKFORDThree generations of the Heckford family held the living of St Andrews church from 1691 to 1803

MARSHALLOld Cornard family name

ALF EADYAlf Eady – Cornard born and bred – Old Cornard family. Parish councillor and District Councillor for many years

ALBERT KILBYAlbert Kilby came to Cornard from London in 1887. Kept the Brook Inn until 1910 then moved to Little Cornard.

Harry Kilby, took over the Brook again in 1952 and kept it 26 years until he retired.
