1.0 OVERVIEW

Founded in 1991, Keystone International, Inc. (Keystone) is an Albuquerque-based, veteran-owned business specializing in technical support and business consulting services. Keystone’s staff is highly experienced and recognized for its ability, determination, maturity, reliability and sense of responsibility. Most staff members have both diverse and significant years of experience with the National Weapons Laboratories, the Department of Energy, the National Nuclear Security Administration, the Department of Defense, or other departments and agencies. In addition to high expertise levels, Keystone personnel are broadly educated in a wide variety of technical areas which are further complimented by advanced degrees in business and related items.

Keystone has over 12 years of experience in operating under task order contracts and has developed an extensive corporate management and operating system to ensure that the overall contract is managed effectively and the required reporting and deliverable requirements are met. The corporate management system includes plans covering safety and health, safeguards and security, and quality. Every client deliverable is independently reviewed by a staff member who did not participate in the development of the product. This review is provided for both draft and final deliverables.

Plan of Accomplishment and Ensuring Quality of Work:

Successful contract completion requires both an understanding of the Customer needs and an understanding of the required subject matter expertise needed to develop the specified deliverables. Intermediate milestones may be developed to ensure accomplishment of the activities leading to the completion of the assigned deliverable(s). Once the detail plans are developed, the information is loaded into the Operations Planning Systems for tracking and status purposes. This forms the baseline for measurement of progress and for reporting both internally to Keystone and externally to the Customer.

Keystone International, Inc. Recruiting and Retention:

Keystone offers the maximum flexibility in meeting contract task requirement and is fully staffed to meet the scopes of work provided in the SIN requirements. If Keystone’s resources are ever insufficient, Keystone will call upon an extensive listing of part-time and subcontractor personnel available to work on a specific topic for any amount of time. The qualifications of these subject matter experts are equal to that of the full-time personnel, but are available to support a contract on a short-notice and flexible basis. Additionally, Keystone has ready access to personnel associated with DoD, NWLs, and other Federal or private contractors having direct knowledge and expertise. Keystone is ready and capable to meet the additional staffing needed to accomplish both the current work and any unique future activities that the client may require support to meet a unique deliverable.

Keystone will maintain, grow, refresh and sustain its pool of qualified personnel through a balanced implementation of retention of our current cadre, recruitment of highly qualified personnel, and the capture of the most highly qualified retired program personnel needed to support specific task requirements. Having a Management Team that has worked closely with the government and government subcontractors, Keystone will have their personnel trained, qualified and ready to accomplish the mission in minimum time. Keystone’s recruiting support capability including access to personnel databases, other government contacts, the Keystone website and job fairs to attract superior personnel.

Transition Plan

Keystone is prepared to begin execution of any contract obligations and responsibilities immediately upon award. There should not be any issues related to the transfer of clearances and Keystone will continue to follow appropriate regulations, processes and current status of employees as needed. Keystone holds a Certificate Pertaining to Foreign Interests under the Foreign Ownership, Control or Influence (FOCI). Keystone has designated an individual who will qualify as a DOE trained Facility Security Officer to act as the focal point for all security related issues.

CONSULTANT MANAGEMENT

Associate II-

Position Duties/Responsibilities: Individual must have experience in operating, developing, and/or assessing staff and operational programs. Area of expertise can run the full range of academic, business and technical specialties.

Minimum Education and Experience: Master’s degree preferred. A Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 7 years of similar or comparable experience to the project is required.

Associate III-

Position Duties/Responsibilities: Individual must have experience in operating, developing, and/or assessing staff and operational programs. Area of expertise can run the full range of academic, business and technical specialties.

Minimum Education and Experience: A Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 5 years of similar or comparable experience to the project is required.

Sr. Associate I-

Position Duties/Responsibilities: Individual must be able to lead and participate in major system implementations and has the ability to apply leading edge management techniques specific to the project. Individual must be able to develop, coordinate and implement solutions specific to the project and be able to conduct program audits and evaluations, assist in strategic, tactical and operation level planning, and provide program/project management support. Area of expertise can run the full range of academic, business and technical specialties.

Minimum Education and Experience: Ph.D. is preferred. A Master’s degree (or 4 years equivalent work experience) plus a minimum of 15 years of similar or comparable experience to the project is required.

Sr. Associate II-

Position Duties/Responsibilities: Individual must be able to develop, coordinate and implement solutions specific to the project. Individual must be able to conduct program audits and evaluations, assist in strategic, tactical and operation level planning, and also provide program/project management support. Area of expertise can run the full range of academic, business and technical specialties.

Minimum Education and Experience: Master’s degree preferred. A Bachelor’s (or 5 years equivalent work experience) plus a minimum of 10 years of similar or comparable experience to the project required.

Sr. Associate III-

Position Duties/Responsibilities: Individual assists in the development, coordination and implementation of solutions specific to the project. Individual must also be able to assist in conducting program audits and evaluations, assist in strategic, tactical and operation level planning, and also provide program/project management support. Area of expertise can run the full range of academic, business and technical specialties.

Minimum Education and Experience: Master’s degree preferred. A Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 7 years of similar or comparable experience to the project required.

Program Manager-

Position Duties/Responsibilities: Individual must have prior experience in managing programs and complying with company directives in developing project and project support planning documentation and provide oversight assessments of project management processes to determine effectiveness in selected areas is required. Individual must have the ability to research and validate requirements that lead to the development and publication of various project management and administrative documents and reports.

Minimum Education and Experience: Master’s degree preferred. Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 7 years as a subject matter expert and 5 years management experience.

MANAGEMENT/ MULTI-DISCIPLINE/ FUNCTIONAL SUPPORT PERSONNEL

Analyst I-

Position Duties/Responsibilities: Individual leads analytical and/or engineering support and manages the planning, execution and reporting of the project. Individual is able to plan, direct and execute complex projects. Individual is recognized and respected as an analyst in one or more disciplines and is able to work independently on complex projects.

Minimum Education and Experience: Master’s degree (or 4 years equivalent work experience) plus a minimum of 10 years of similar or comparable experience is required.

Analyst II-

Position Duties/Responsibilities: Individual provides analytical or engineering support, with some assistance, and contributes to planning, execution and reporting. Individual is a proven analyst in one or more disciplines and is able to work independently on technical projects.

Minimum Education and Experience: Master’s degree preferred. A Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 5 years of similar or comparable experience to the project is required.

Analyst III-

Position Duties/Responsibilities: Individual provides assistance to the analytical or engineering support and contributes to planning, execution and reporting. Employee is a

competent analyst in at least one discipline and is able to work with minimum supervision and technical guidance.

Minimum Education and Experience: Bachelor’s degree (or 5 years equivalent work experience) plus a minimum of 4 years of similar or comparable experience to the project is required.

ENGINEERING PERSONNEL- titled (e.g. systems, electrical, nuclear)

“Title” Engineer I-

Position Duties/Responsibilities: Individual is a subject matter expert in one or more disciplines in engineering. Individual is able to plan, direct and audit complex projects. Individual must be able to implement engineering calculations and reports and provide analysis, work independently and be able to manage and supervise others.

Minimum Education and Experience: Registered professional engineer certification is highly desired. Master’s of Engineering degree (or 4 years equivalent work experience) plus a minimum of 10 years of similar or comparable experience to the project is required.

“Title” Engineer II-

Position Duties/Responsibilities: Individual is a subject matter expert in one or more disciplines in engineering. Individual is able to implement engineering calculations and reports and provide analysis under minimal to no supervision.

Minimum Education and Experience: Master’s degree preferable. Registered professional engineer certification is desired. Bachelor’s of Engineering degree (or 5 years equivalent work experience) plus a minimum of 8 years of similar or comparable experience to the project is required.

“Title” Engineer III-
