GENERAL SPECIFICATIONS: SGL 024 PR Project Herbicide Application for the Treatment and Control of Invasive Plant Species.
I.SCOPE OF WORK:
The Pennsylvania Game Commission, Northwest Region, requires herbicide application services on State Game Lands 024 as a Pittman-Robertson (PR) Project. Services shall include, but not be limited to, the furnishing of all labor, superintendence, tools, herbicides and equipment for the herbicide application as per attached specifications. All Purchase Orders require the contractor to provide the equipment, supervision, labor, herbicide, tools, insurance and all miscellaneous expenses to complete the operation.

II.CONTRACT TASKS:
A. Project Location(s):
Project Location:Within State Game Lands (SGL) No. 024,township of Green,Forest County.
Project Description:Estimated25 acres of spot herbicide application with backpack, ATV or UTV (or other suitable and approved application method) within the boundaries of SGL 024.

Project Narrative: 25 acres of invasive exotic shrubs, predominantly multiflora rose, Asiatic honeysuckle, autumn olive, privet and barberry, are to be spot sprayed with a foliar application of 3 pounds acid equivalent per acre of glyphosate approved for aquatic use and 1 pound acid equivalent per acre triclopyr amine approved for aquatic use (Garlon 3A or equal). Use of an aquatic approved surfactant at the proper concentration is required.
Project area is to be treated prior to the first frost (or prior to October 18th, 2013whichever occurs first*.

Invasives are to be foliar treated as noted in Attachment 1. Work must be completed on foot with backpack herbicide applicators and/or mechanized sprayers.
B. Contractor shall comply with Attachment 1, Herbicide Spraying Specifications.
III.SITE INSPECTION AND ASSISTANCE:
An optional site inspection tour will be held at 9:00 am on Monday August 26th, 2013. Tour will meet at the parking area of the Vowinkel Hotel on SR 66 at the village of Vowinkel.
Additional site inspections are the responsibility of the Bidder.
IV.CONTRACT REQUIREMENTS:
All work must be completed between September 1, 2013 and the first frost in fall 2013 or October 18, 2013*.
The project must becompleted in its entirety in order to receive payment for the project*.
The contractor agrees to comply with all requirements, all specifications and all attachments. The Commission reserves the right to reject any or all bids.
V.PERFORMANCE BOND:
As a further guarantee of faithful performance of the conditions set forth in this contract, the Successful Bidder(s) hereby agrees to furnish the Commission with Certified Check, Savings Account, Irrevocable Letter of Credit or other security acceptable to the Pennsylvania Game Commission, equal to 10% of the successful bid.
ANY SECURITY POSTED HEREUNDER MUST HAVE AN EXPIRATION DATE A MINIMUM OF ONE YEAR BEYOND THE EXPIRATION DATE OF THE CONTRACT.
Failure to comply with any of the terms of the conditions set forth in this contract may result in cancellation of the agreement and claim may be made against the surety or the security for all or part of the damages sustained by such noncompliance.
VI.INSURANCE REQUIREMENTS:
A. The contractor will provide Workmen’s Compensation insurance sufficient to cover all of the employees of contractor working to fulfill this contract.
B. Comprehensive General Liability Insurance, including bodily injury and property damage insurance, to protect the Commonwealth and the contractor from claims arising out of the performance of the contract. The amount of Bodily InjuryInsurance shall not be less than $300,000.00 for injury to or death of persons per occurrence. The amount of Property Damage Insurance shall not be less than$300,000.00 per occurrence.
Such policies shall name the Commonwealth as an additional insured. Prior tothe commencement of work under this contract, the contractor must provide theCommonwealth with current Certificates of Insurance. These Certificates shall containa provision that coverage’s afforded under the policy shall not be canceled or changeduntil at least thirty (30) days prior written notice has been given to the Commonwealth.
VII.HOLD HARMLESS:
The contractor shall be responsible for and agrees to indemnify and holdharmless the Commonwealth from and against damages to property or injuries(including death) to any persons and other losses, damages, expenses, claims,demands, suits and actions by any party against the Commonwealth inconnection with the work performed by the contractor.
VIII.BID AWARD:
Bids must be received by by August 30, 2013. Bids are submitted through the electronic vendor system (information below).
ALL VENDORS WHO CONDUCT BUSINESS WITH THE PENNSYLVANIA GAME COMMISSION MUST HAVE A VENDOR NUMBER ASSIGNED TO THEM IN ORDER TO RECEIVE PAYMENT FROM THE COMMONWEALTH.

The bid shall include all labor, supervision, equipment, tools, herbicide, insurance and all items necessary for the completion of the project.
The Contractor shall be paid at the unit price bid for ACTUAL acres treated as measured by the Land Management Group Supervisor.
IX.CONTRACT TERM:
The contract term shall commence upon contractor’s receipt of the Purchase Order(s) that includes a notice to proceed and terminate October 18, 2013. Noextensions will be approved.
X.PAYMENT TERMS:
Payment shall be on a reimbursement basis for actual acres treated as measured by the Land Management Group Supervisor.

Predominant invasive shrubs are multiflora rose, autumn olive, Japanese barberry, privet and honeysuckle.
2.Herbicide to be a foliar application of 3 pounds acid equivalent per acre of glyphosate approved for aquatic use and 1 pound acid equivalent per acre triclopyr amine approved for aquatic use (Garlon 3A or equal). Use an aquatic approved surfactant at the proper concentration. Water used for spray mixture is to be neutral pH.
3.*Trees and shrubs “not to be treated” in areas treated by backpack sprayer include crabapple, apple, flowering dogwood, mountain ash, hazelnut, gray dogwood, silky dogwood, serviceberry, ironwood, witch hazel, blueberry, blackberry, elderberry, willow, raspberry and other rubus and red osier dogwood (identified by its red stems).
4.Invasives too large to be treated with a foliar application may be cut and the freshly cut stump treated with an undiluted triclopyr amine approved for aquatic use.
5.Application only to be applied when weather conditions will allow the herbicide to be effective as determined by the Land Management Group Supervisor or his designee.
6.Spray blocks are delineated and easily identified by road and field edges – see attached maps. The spray block extends 25 feet from the road and field edge in all locations.
7.Successful bidder shall have a pre-work meeting with the Land Management Group Supervisor prior to any herbicide application.
8.Daily progress reports and updates shall be provided to the Land Management Group Supervisor at the above listed phone number.
9. A representative of the company, fluent in the English language, shall coordinate all work activities related to this project with the Land Management Group Supervisor.
10. An 80% kill rate is necessary before funds shall be released at the conclusion of this project.
11.The treatment window shall be September 1, 2013 until October 18, 2013or first frost whichever occurs first.
