As you probably know, interest rates have been falling throughout this year. And with mortgage rates at or near historic lows, the mathematics of refinancing at today's rates makes sense for most homeowners. There are special programs in place to assist you even if you have little or no equity in your home, due to declining market values. The time to act is now, as rates can move suddenly based on market conditions.
