Regular Council Meeting December 16, 2010
Mayor Thomas L. Hardesty called the regular council meeting to order at 6:30 p.m. with the following council members present: Alan Matthews, Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and George Best.
City Employees Present: Jeff Tennill, Jennifer Herrell, Mary Smith, Willard Tucker, Patrick Donahoe, and Gary Kuhlman.
City Attorney: absent
Councilmember Best gave the invocation.
All present pledged allegiance to the flag.
Minutes/ December 2, 2010
Councilmember Matthews moved to approve the regular minutes of December 2, 2010, as read by council members prior to the meeting. Seconded by Councilmember Best.
All voted “aye” and motion carried.
Presentation – Mayor Hardesty
Mayor Hardesty made Senator Gary Tapp an Ambassador of the City of Shelbyville. Mayor Hardesty thanked Senator Tapp for his outstanding work in the Kentucky General Assembly. He stated Senator Tapp has done an outstanding job representing Shelby County in Frankfort. Senator Tapp is retiring after 12 years in the Senate.
Re-appointments of Board Members and Commissioners
Mayor Hardesty recommended the following individuals be re-appointed to the following boards:
· Howard Griffith to the Board of Ethics for a 3 year term to 12/31/2013.
· Tom McGinnis, Don Cubert, Sr., and Wendy Rutledge to the Tree Board for a 3 year term to 1-1-2014.
· Stephanie Zoeller to the Housing authority Board for a 4 year term to 12/31/2014.
Councilmember Best moved to approve the appointments. Seconded by Councilmember Suttor.
All voted “aye” and motion carried.
Mayor Hardesty recommended Shane Suttor be re-appointed to the Joint City/County Recreational Board for a 4 year term to 12/31/2014.
Councilmember Zoeller moved to approve the appointment. Seconded by Councilmember Eaton.
Council members voting “aye”: Matthews, Zoeller, Eaton, Swindler, and Best. Abstained: Suttor.
Mayor Hardesty recommended Councilmember Matthews be re-appointed to the Water/Sewer Commission for a 3 year term to 12/31/2013.
Councilmember Suttor moved to approve the appointment. Seconded by Councilmember Best.
Council members voting “aye”: Zoeller, Eaton, Suttor, Swindler, and Best. Abstained: Matthews.
Appointment to Triple S Board of Adjustments
Mayor Hardesty recommended George Best be appointed to the Triple S Board of Adjustments and Appeals to complete the term of Alvin Farris to October 1, 2012. The appointment will be effective 1-1-2011.
Councilmember Matthews moved to approve the appointment. Seconded by Councilmember Zoeller.
All voted “aye” and motion carried.
Department Reports
Mary Smith, Personnel Administrator, reported Government Day for Leadership Shelby was a success. Currently working on year-end W-2’s.
Jennifer Herrell, City Engineer/Public Works Director, reported they are working with a small staff. Public Works has received a new 2011 International dump truck. It’s being outfitted with a snow plow. Public Works has also received a new street sweeper. It’s smaller and can dump directly into a dumpster.
Willard Tucker, Fire Chief, reported most of November was spent working on hiring part-time staff, testing and promotions. The department spent time working on upgrading their industrial certification as required by federal law to stay compliant for federal funding. Total runs for the month was 86, which was average. The department responded to a structural fire this morning on Henry Clay Street.
Mayor’s Report
Mayor Hardesty reported the meeting scheduled with the Transportation Cabinet regarding the widening of Hwy 53 was cancelled due to road conditions. Christmas at Claudia’s is this Sunday. City Hall will be closed Dec. 23 and 24 in observance of Christmas and Dec. 31 for New Year’s.
Council members will need to be in Judge Hickman’s chambers on Dec. 28th for the official swearing in at 2:00 p.m. There will be a ceremonial swearing in on Sunday, Jan. 2nd at 1:00 p.m. with county officials.
Mayor Hardesty thanked Councilmember Best for all his work on city council. He made him an Ambassador of the City of Shelbyville.
Council Reports
Councilmember Best stated it has been an honor and privilege to serve with members of the present city council. They have accomplished a lot.
Councilmember Best moved to go into closed session at 7:00 p.m. for the purpose of possible acquisition of real property and a possible incentive offer for a proposed industrial expansion. Seconded by Councilmember Eaton.
All voted “aye” and motion carried.
Councilmember Matthews moved to end the closed session at 7:45 p.m. Seconded by Councilmember Suttor.
All voted “aye” and motion carried.

Councilmember Best moved to adjourn at 7:46 p.m. Seconded by Councilmember Zoeller.
