RECOMMENDATION:
That the City Council, by motion, (i) approve the 2010-2015 Consolidated Plan and the FY 2010-2011 Annual Action Plan for federal Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) funds totaling $7,844,620; and (ii) designate the Executive Director of the Community Development Department as the Certifying Official authorized to execute all documents related to the administration, management and implementation of the CDBG, HOME and ESG programs.
DISCUSSION:
The U.S. Department of Housing and Urban Development (HUD) requires the City of Anaheim (City) to prepare a Consolidated Plan every five years in order to receive Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) Program funds. The Consolidated Plan identifies housing and community development needs, outlines strategies and proposed actions to address identified needs, and presents first-year activities in the form of the Annual Action Plan (AAP).
The attached draft 2010-2015 Consolidated Plan, which includes the FY 2010-2011 AAP, describes how the City will use the HUD funds listed below on housing and community development activities in the upcoming fiscal year:

On April 1, 2010, the Community Development Advisory Committee (CDAC) held a public hearing on the draft 2010-2015 Consolidated Plan. Based on information received from the four District Neighborhood Councils, recommendations received from the Community Services Board (CSB) and the Housing and Community Development Commission, and community input received during a 30-day public comment period and at the public hearing, the CDAC voted unanimously to recommend that the City Council approve the draft 2010-2015 Consolidated Plan.
City staff originally estimated the receipt of $5,000,000 in 2010-11 CDBG funds. On March 31, 2010, HUD announced that Anaheim will receive $5,385,519. Staff did not have adequate time to develop funding recommendations for the additional $385,519 prior to the CDAC April 1st Public Hearing, so these funds were identified as “unprogrammed” in the budget reviewed and recommended by the CDAC. Subsequently, staff developed CDBG budget modifications in the following categories: $31,000 in increased nonprofit agency funding; $21,250 in additional City public service programs; and an $80,000 increase in funds needed to cover initial HUD Section 108 loan payments. Staff will work with the District Neighborhood Councils to identify potential neighborhood revitalization projects for the remaining $253,269 in unprogrammed funds. Specific project recommendations will be presented to the CDAC for review and submitted to the City Council for consideration at a future time.
The City must submit the draft 2010-2015 Consolidated Plan to HUD by May 15, 2010. The referenced federal funds will be part of the City’s FY 2010-2011 budget.
IMPACT ON BUDGET:
There will be no impact on the City General Fund. The use of these HUD funds is subject to Council adoption of the City’s FY 2010-2011 budget.
