MAHONING TOWNSHIP BOARD OF SUPERVISORS WORKSHOP MEETING

MINUTES

JULY 6, 2016

CALL TO ORDER:

John Wieczorekcalled the meeting to order at 7:10pm at the Mahoning Township Building, 2685Mahoning Drive East, Lehighton, PA 18235

PRESENT:

John Wieczorek, Chairman; Franklin Ruch, Vice Chairman; Bruce Steigerwalt, Supervisor;Shawn Haggerty, Supervisor; Brian Reeser, Supervisor and Natalie D. Haggerty, Secretary-Treasurer

ABSENT:

Thomas Nanovic, Solicitor

NEW BUSINESS:

Discussion of the safety regarding the dumpster on Center Street. Shawn will send an email to Audie.

OLD BUSINESS:None

COMMITTEE REPORTS:

Road Committee

Discussion took place regarding paver. At the end of March we put in a hydraulic motor, after that was installed, leavers were tried at low to high speed. Soon as you move that lever it tripped it up. Medico came in and said that two drive pumps needed to be replaced. We ordered two motors. They came in the wrong ones. We needed double speed. We made contact with a company Medico provided as a supplier. At this timethey didn’t have them. The following Monday we find out they were not rebuildable. Now we’re back to getting two pumps. In the meantime a pump shows up here. As of this afternoon, East Penn Township shared we can use their paver with an operator on Fridays. Bill Schwab will look to supply an operator. Lehighton Borough shared we have to make a written request for a paver and operator. They will lend us the days that we helped them out and then after that it’s a $190.00 a day.

MOTION

John would make the recommendation, motion to buy two pumps for existing machine. Seconded by Brian Reeser. Shawn Haggerty, no; Bruce Steigerwalt, no; Franklin Ruch, no; John Wieczorek, yes and Brian Reeser yes. 2-3 motion fails.

Make a written request to the Borough of Lehighton, to let us know how many days they will lend us equipment and operator for services provided on Gypsy Hill Road and services provided on Seventh Street as soon as next week. John will contact the Borough of Lehighton and East Penn Township. Bruce will contact Alecia Paving, Bruce George, Motola and Livengood to see what man power they can provide.

Bruce Steigerwalt shared that Natalie and I had a meeting with David Bodnar and Ryan Richards from the County and they shared that Center Road at this point is not qualifying for CDBG funding. They didn’t receive full response. Bruce went in and surveyed the residents within the Borough in the Center Road Survey area to hope help Center Road become an eligible project.

Filter replacement on gas tanks. Road Department to mark schedule for replacement. Township office to purchase two gas cards for the police department for emergency use only.

Police Committee

Joint meeting with Lehighton Borough and Franklin Township. Lehighton Chief Police asked if we be interested in discussing contracted police services. Advised to send a letter to Lehighton Borough, Chief of Police Brian Beichy and Lehighton Borough saying we’re interested.

Taser’s: we need to send an officer to school in order to be trained in the usage of Tasers and then that officer will be the instructor. Table

Shot gun flash lights came in. We got them at the original quoted price.

Computer upgrade is requested for one of our police cars. Table

Submitted the cop grant

Frace is out and used all his days on the books. He has applied for short term disability

Tyler Meek has requested reimbursement for a suit. Audie was informed that we were not in favor of reimbursement.

OFFICIALS:

Franklin Ruch: We sat here and discussed for 40 minutes things that we areas supervisors are doing; these are things a road master should be doing. All the work Bruce is doing with the tar and chip and reaching out to suppliers.John shared that he stops here a couple times a week and then gets condemned for wanting to know what’s going on. Two incidents of down trees after hours and no one responding to call outs. Does the Board wish to advertise for a road master? Provide the Board of Supervisors with job description for road master. The Board of Supervisors will review and then move forward with advertising for a road master.

Bruce Steigerwalt: No list of inventory was provided for COG

Carl Faust: Hakalis didn’t clean up cars. I took care of rooster complaint. Carson couldn’t make this meeting to come in and talk about Zoning. When we meet with him, a representative fromFranklin Township would like to attend.

Mark Ebbert: Fire truck is done, final inspection and punch list items need to be corrected. No final invoice from them as of yet. Grant filed on time. We had some credits on base price and some change orders items.

Natalie Haggerty: Lehighton Bike Night is at the Mahoning Valley Drive In this year. Is this a permitted use?

John Wieczorek: Notice of FOP Proposal, need to get together a counter proposal.

MOTION

Bruce Steigerwalt made a motion to accept bids for tar and chip and have solicitor review seal coat bid proposals. Bids will be awarded at a later date. Seconded by Franklin Ruch. John Wieczorek, yes; Franklin Ruch, yes; Shawn Haggerty, yes; Bruce Steigerwalt, yes and Brian Reeser, yes 5-0 vote. Motion carried.

Franklin Ruch the ambulance committee has gone paid.
