On January 1, 2008, Capital Region Benefits acquired ASJ Employee Benefits, a registered third-party administrator and insurance agency located in Harrisburg, Pennsylvanis. The founder of ASJ Employee Benefits, David Johnson, operating the company for more than 15 years. He and his wife are now enjoying retirement in North Carolina.
Capital Region Benefits has merged the operations of ASJ Employee Benefits into one insurance agency and third-party administrator. With the added administrative services, Capital Region Benefits is well-positioned to provide a full-spectrum of consulting and administrative services and offers experience in working with all aspects of benefit management, professional claims assistance and compliance with Federal, state and local regulations (including COBRA, ERISA and HIPAA).

Researching, comparing and ultimately selecting the right plan for your company can be laborious, at best. A POS plan operates similarly to a PPO plan with the same common components for both network and non-network coverage. POS plans require the selection of a PCP and PCP referrals for specialists.
Health Maintenance Organization (HMO). HMO plans only offer network coverage, with the exception of emergency care. The selection of a PCP is required, and a PCP referral is necessary for additional services. Common components of HMO coverage include office visit copays and a high level of coverage for outpatient services and hospitalization, usually 90-100%.
[Health Savings Accounts (H S A). An H S A plan offers an opportunity to purchase a lower-premium plan with the ability to couple that plan with a savings mechanism to achieve long-term consumer-driven behavior when employees purchase medical services. The key to successful implementation of an HSA plan is education. Capital Region Benefits will not only help you select the right plan and benefit levels, but we will educate you, your employees, and families on how the plan operates.
Key Principles:
- HSAs must be combined with a qualified high deductible health plan.
- HSAs allow the consumer to use tax-free money to pay for health expenses that are applied to the deductible amount.
- HSAs act like investments. The owner of the account determines the funds into which their money is deposited.
- HSA accounts have annual contribution limits imposed. However, account owners 55 years and older are allowed to make “catch up” contributions.
- Money in an HSA account is owned by the account owner. The money travels with the account owner should s/he change jobs.
- Anyone can contribute to another person’s HSA account.
- Reimbursement from an HSA account has no time limit, but expenses must be legitimate and receipts maintained.]
