9.  / Purpose of Services / The Business Information Service (BIS) Branch within Department of Industry, Innovation and Science develop and maintain a range of services across the business.gov.au platform including the Australian Business and Licence Information Service, Smart Forms, Australian Business Account, ABN Lookup, Super Fund Lookup and Business Registration (under current development).
In order to support the portfolio of work, we require the services of several experienced .NET Developers.
The C# .NET Developer should have the following experience:
·  Minimum 5 years .NET development experience covering:
o  Creating web sites (preferably using MVC)
o  WCF web services
o  XML/JSON/AJAX
o  Mock/Unit Testing
·  Experience developing with SQL Server 2008/2012.
·  Working with a team of developers, business analysts and testers – to encompass full software development life-cycle from requirements gathering to implementation
·  Agile and Waterfall Software development lifecycles
·  Version control (eg Team Foundation Server, Team Services)
·  Undertake troubleshooting and issue resolution
·  Advise and perform operational improvements and enhancements; and
·  Assist with operational transition for completed projects, including review and completion of technical documentation.
·  Assist development teams with performing code reviews; discipline to ensure your own code is properly reviewed
Mandatory skills required include:
·  C# and ASP.Net MVC
·  Entity framework
·  SQL programming language for Server 2012
·  Proficiency with XML/XSL/AJAX
·  Excellent communication skills
Desirable skills include:
·  Dependency Injection
·  SharePoint 2010
·  FAST Search 2010

12.  / Performance / Specified Personnel’s performance will be monitored by their delegated Supervisor during the term of the contract.
Reporting requirements will include but not be limited to:
·  Activity and progress meetings with the Department supervisor, to the satisfaction of that supervisor (weekly);
·  Records of activity and progress against work items;
·  Complete weekly timesheets for vendor personnel; and
·  Major work reviews by designated Executive staff and stakeholders when major work milestones have been completed.
Other specific reporting requirements and deliverables will be agreed between the successful candidate and their delegated Supervisor once the extent of work to be undertaken has been scoped and agreed.
13.  / Documentation / The Department may provide to the Vendor Department Material and the Vendor must ensure that the Departmental Material is used strictly in accordance with any conditions or restrictions specified in item 9 of the Deed Details and any direction by the Department.

Mandatory Criteria must be met to progress in the evaluation, where the Weighted Criteria is scored / Mandatory Criteria:
·  Candidates with at least 5 years’ experience should provide their CV outlining their achievements and relevant experience as it relates to item 9;
·  Candidates should possess formal qualifications as they pertain to the role; and
·  Candidates should provide the contact details of at least two referees.
In addition to the selection criteria above, candidates will be assessed for value-for-money and availability to commence on the proposed start date in Item 1.
Candidates must have a current minimum security clearance classification of Baseline or the ability to gain a security clearance by the commencement of the contract.
16.  / Security requirements, security clearances and police checks / ALL Contractors engaged through this process must have a MANDATORY Standard Criminal History Check via Crimtrac and a Baseline Security Level Clearance in process with the Australian Government Security Vetting Agency (AGSVA) prior to commencement, or the ability to gain a security clearance by the commencement of the contract.
17.  / Intellectual Property Rights – ownership of Contract Material / The Department owns the Intellectual Property Rights in Contract Material.

19.  / Insurance / As per schedule 1 item 10 of the deed details.
20.  / Fee structure / Hourly rates including both GST inclusive and exclusive rates, and quoted in either half or full dollars.
