Enclosed is a Request for Quotations (RFQ) for replacing old and scaled convectors, radiators, and branch pipes at General Service Office (GSO) building of the U.S. Embassy Seoul, Korea. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1442 that follows this letter.

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by September 18, 2014, 5:00 P.M.

The Embassy intends to conduct a pre-quotation conference/site visit on September 11, 2014, 2:00 P.M. at the GSO conference room, U.S. Embassy Seoul, Korea. If you intend to participate in the conference, please contact Mr. Cho, Yeong Yeon (Tel. 02-397-4679, Fax: 02-397-4744) to make necessary arrangements for access no later than 5:00 P.M., September 4, 2014. Offerors are requested to limit the number of participants to two persons per company.

REQUEST FOR QUOTATIONS - CONSTRUCTION

A. PRICE

The Contractor shall complete all work, including furnishing all labor, material, equipment and services required under this contract for the following firm fixed price and within the time specified. This price shall include all labor, materials, overhead and profit.

B. SCOPE OF WORK

B.1 INTRODUCTION

The U.S. American Embassy, Seoul requires to replace the old and scaled convector, radiator, and branch pipes at the General Service Office (GSO) building of the U.S. Embassy, Seoul, Korea.

The contractor shall replace convectors, radiators, convector’s and radiator’s sensors and accessories, branch line from supply pipes and return pipes to convector and radiator, pipe insulation, pipe fittings, pipe valves, and wood convector enclosures at GSO building of the Annex Compound.

The Contractor’s employees will be escorted by the Embassy staff throughout the time they are at the work site. The contracting officer’s representative (COR) will oversee the performance of the work in progress.

The project drawings will be provided at the pre-quotation conference.

B.2 GENERAL REQUIREMENT

B.2.1  Shop drawing: The contractor shall submit the shop drawing for the convector, radiator, branch line from supply and return lines to the convector, the catalogue cut sheet and the material safety data sheet (MSDS) for the mechanical insulation for COR’s approval prior to the commencement of work. The contractor shall detail drawings consisting of complete listing of equipment and material including manufacturer's technical manual and literature, performance charts and data sheets, catalog cuts, and installation instructions. Drawings shall also contain schematic diagrams and any other details required to demonstrate that the system has been coordinated and will function properly as a unit. Drawings shall show proposed layout and anchorage of equipment and appurtenances and equipment relationship to other parts of the work including clearances for maintenance and operation.

B.2.2  Welding Data & Qualification: The contractor shall provide 1 copy of proper certified procedures and the list of names and identification symbols of qualified welders and welding operators, prior to welding operations. Procedures and welders shall be qualified in accordance with the Korean welding code under which the welding is specified to be accomplished.

B.2.3  Test Report: The contractor shall provide the performance test reports in a booklet form showing all field tests performed to adjust each component and all field tests performed to prove compliance with the specified performance criteria, upon completion and testing of the installed system. Each test report shall indicate the final position of controls.

B.2.4  Nameplates: The contractor shall provide the manufacturer's name, address, type or style, model or serial number, and catalog number on a plate secured to the item of the major item of equipment.

B.3 DESCRIPTION OF WORK

B.3.1  Temporary Work and PIPE REMOVAL Work

B.3.1.1  The contractor shall provide temporary safety barrier and construction sign at the construction area.

B.3.1.2  Prior to any painting work and removing work, the contractor shall protect all furniture and computers/electric items in rooms from construction dust by covering them with clear plastic sheet.

B.3.1.3  The contractor shall remove existing convector and radiator with accessories as per the drawing M-01, M-02, M-03, and M-04. The total quantity of convector and radiator to be removed are 60 and 7 respectively.

B.3.1.4  The contractor shall remove and dispose of 25mm, 20mm, and 15mm diameter of the black steel pipes and pipe insulation etc. from supply and return pipe to convector and radiator as per drawing M-01, 02, 03, and 04. The total length of 25mm, 20mm, and 15mm black steel pipe to be removed is 380m, 220m, and 40m respectively.

B.3.1.5  The contractor shall remove and dispose of wood convector enclosures with grille as per the drawing M-01, 02, 03, and 04.

B.3.1.6  The contractor shall move all the existing furniture including contents inside of furniture, computer, electrical and mechanical devices that need to be moved for convector and branch pipe replacement work and shall re-install them at the position where it used to be. The contractor shall use skilled furniture workers when they moves and reinstall furniture.

B.3.1.7  The contractor shall take off and re-install existing steel convector cover for convector and branch pipe replacement work.

B.3.1.8  All the noise, smell, and hot work shall be done during weekend and holidays. The contractor shall receive approval of the hot work before the work.

B.3.1.9  During demolition and painting work, the contractor shall provide two (2) fan ventilators and flexible vinyl hoses to exhaust construction dust from working area.

B.3.1.10  In the event that the contractor causes any damages, the contractor shall repair the damages at their own expense.

B.3.1.11  The contractor shall keep the site clean on a daily basis during the working period.

B.3.1.12  The contractor shall dispose of all the construction debris upon approval by the COR and submit a certificate of legal disposal of construction debris.

B.3.1.13  The contractor shall wear the personal protective equipments (PPE) and safety harness.

B.3.2  convector, radiator, and branch pipes replacement work

CONVECTOR

B.3.2.1  The contractor shall replace existing convector, convector sensor, convector trap, convector valve, and convector air vent with new ones at the GSO building as per drawing M-01, 02, 03, and 04.

B.3.2.2  The new convectors shall have same specification as old ones in size and shape.

B.3.2.3  The convector shall meet the KS B 6391 (Radiator, Convectors and Similar Appliance) requirement and have following characteristics.

-  Number of Pipe Rows: 4

-  Thermal Output (Steam 1.1kg/cm2): 1,300 Kcal/hr.m

-  Pipe Specification: Schedule 40, KS D 3562 (Carbon Steel Pipes for Pressure Service)

-  Diameter and Thickness of Pipe: 50mm and 3.9mm

-  Fin Specification: KS D 3503 (Rolled Steels For General Structure)

-  Diameter and Thickness of Fin: 22mm (from pipe edge to fin edge) and 0.4mm

-  Fins Per Inch (meter): 1.7ea (66ea)

-  Color: Silver

-  Painting: Enamel paint

B.3.2.4  The total quantity of convector to be installed shall be 60.

RADIATOR

B.3.2.5  The contractor shall replace existing aluminum radiator, radiator sensor, radiator trap, radiator valve, and radiator air vent with new ones at the GSO building as per drawing M-01, 02, 03, and 04.

B.3.2.6  The new aluminum radiator shall have embedded copper pipe inside the aluminum convector.

B.3.2.7  The new radiator shall have same specification as old ones in size and shape.

B.3.2.8  The radiator shall meet the KS B 6391 (Radiator, Convectors and Similar Appliance) requirement and have following characteristics.

-  Size: Height 600mm, Depth 40mm, Piece Width 60mm

-  Heating Area: 0.14m2/ piece

-  Thermal Output: 137W/ piece

-  Water: 0.28L/ piece

-  Weight: 0.67kg/ piece

-  Operating Pressure (Steam): Maximum 34kpa

-  Color: Ivory

-  Painting: Electrostatic Powder Coating.

-  Material: Aluminum A6063 (KS D 6759 Aluminum and aluminum alloy extruded shapes), Copper C1220T (KS D 5301 Copper and copper alloy seamless pipes and tubes)

B.3.2.9  The total quantity of radiator to be installed shall be 7.

CONVECTOR AND RADIATOR TRAP

B.3.2.10  Each convector or radiator to be installed shall have its own trap.

B.3.2.11  The convector and radiator trap shall allow the air in the convector or radiator to pass through itself as the steam pushes the air out of the convector or radiator, but close against the flow of the steam itself. The trap shall also be able to pass the condensed steam into the return piping and it shall close against the steam once the condensed water passes through.
