StarNet will provide expert advice, assistance, guidance or counseling in support of agencies’ management, organizational and business improvement efforts regarding innovation alliances, public/private innovation partnerships and other forms of multi-party collaborative innovation. Consulting services that will be applied to this form of organization include:

SIN 874-2: Facilitation Services
StarNet will provide facilitation and related decision support services to agencies engaging in collaboration efforts with a focus on innovation alliances and public/private innovation partnerships. StarNet is available to serve as a neutral party, assisting agencies in bringing together diverse teams and/or groups with common and divergent interests. Examples of facilitation services StarNet may provide include, but are not limited to:
· Defining public/private partnership meeting agendas
· Use of technology expertise to facilitate technology roadmapping
· Use of technology expertise to facilitate R&D consortia, and innovation alliance meetings
· The use of public/private partnership problem solving techniques
· Resolving public/private partnership disputes and disagreements
· Recording discussion content and focusing decision-making
· Convening and leading large and small group briefings and discussions
· Convening and leading online meetings to support virtual or remote collaboration.
· Other forms of collaborative innovation management

Managing Director-Partnering
Summary:
o Management of public/private, open innovation programs/projects

Serves as the senior contract manager for open innovation alliances and principal interface between StarNet LLC and the client for multiple, complex projects. Responsible for formulating and enforcing work standards, assigning schedules, reviewing work discrepancies and communicating policies, procedures, and goals of the collaboration in both government and industry.
Acts to organize and direct the integration of expertise and capabilities necessary to design and implement an open innovation partnership, alliance or consortium. Provides overall direction of long-term collaboration management. Acts to synthesize knowledge regarding program/project content objectives, stakeholder interests, organizational design, technology or real estate asset valuation, financial management, and intellectual property as necessary to direct the management and manage the collaboration management function of a partnership, alliance or consortia. Acts as principal contact between the StarNet’s expertise network and the client. Has broad and extensive experience consulting to directors and senior managers.
Conducts workshops, seminars, training sessions and facilitation. Facilitates efforts requiring a mastery of subject matter expertise and experience in specific programs or processes. Determines team of consultants, analysts and subject matter experts and manages team. Generates papers and documents as needed.
Manages administrative and professional functions of StarNet; identifies and pursues new business opportunities, manages existing client relationships, oversees projects and act as company spokesperson, speaks before trade groups and professional associations. Offers the highest level consulting and management services activities involving all disciplines including strategy, process, systems and organizational issues. Capable of evaluating all areas of innovation management and helps to develop strategies that will produce best practices for government and private sector clients.
Minimum/General Experience: Master’s degree in business, advanced studies and a minimum of twenty-five (25) years of direct experience in research and development, early stage finance (venture and angel capital), organizational design, intellectual property and syndicated operations management.
Senior Consultant
Summary

o Masters level or equivalent with 15+ years experience
As a senior consultant, provides expert, independent services and leadership in specialized technical areas such as executive and management consulting, organizational design, intellectual property and technology commercialization. Provides expertise on an as-needed basis to all task assignments. Provides expert advice and assistance to client. When there is a project team, coordinates with collaborating Managing Director and Government personnel to ensure that the problem has been properly defined and that an agreed upon solution will satisfy the Government’s requirement. Frequently interfaces with client personnel and represents StarNet, LLC in a professional and creditable manner. Under guidance of the Managing Director, is responsible for formulating and enforcing work standards, assigning schedules, reviewing work discrepancies and communicating policies, procedures, and goals of the collaboration.
Minimum/General Experience and Education: Possess no less than fifteen (15) years experience in a field related to the subject matter. Master's degree in subject matter related field. An equivalent combination of education and experience, which provides comparable knowledge, is acceptable.
Senior Researcher
Summary
o Specialist in primary and secondary research in support of Managing Director and Senior Consultants
o Hands on experience in wide range of technology and management disciplines
o Masters or equivalent with 12+ years experience
Possesses superior analytical skills and consults in a highly specialized functional or technical area. Provides specific technical and/or functional guidance reflecting detailed, expert knowledge of a specific area or function. Performs highly complex technical studies and analyses. Presents findings through reports and presentations under the supervision of the Collaborative Managing Director or Sr. Consultant. Demonstrated ability to develop and execute work plans and ensure timely delivery of high quality research. Works effectively under pressure and in the conduct of demanding assignments. Demonstrates flexibility and innovative approaches to perform varying assignments. Serves as an experienced consultant on all assignments relating to senior engineering concerns. Frequently interfaces with client personnel and represents StarNet, LLC in a professional and creditable manner.
Minimum/General Experience and Education: Graduate Degree in a recognized technical, engineering, scientific or other related discipline. Possess no less than eight (8) years experience in a field related to the subject matter and an additional four (4) years of experience in interdisciplinary research projects.
Operations Manager
Summary

Possesses strong organizational and production management skills for large scale projects. Responsible for organizing operations structures in support of all size of projects. Acts to design the operations plans necessary to implement a partnership, alliance or consortia. Responsible for managing resources to meet the needs of the partnership based project including assisting in the development of technical and cost proposals preparing and maintaining project plans, establishing project standards and procedures, reviewing deliverables, and organizing resources to meet client and supervisor expectations. Direct supervision of teams of professionals operations personnel with general expertise in production design, information systems, facilities utilization, participant reporting, regulatory reporting, and other associated areas of partnership operations management, designing and implementing strategic planning, quality management services; program evaluation using feasibility, effectiveness, and cost-benefit analyses of organizational strategies, policies and programs survey design and implementation, outsourcing studies and documentation.
Expected to work independently with only minimal supervision and direction by senior consultants and/or collaboration director.
Minimum/General Experience and Education: B.A. or B.S. and 10 years of relevant management experience or Master's Degree and 7 years of relevant management experience including. An additional three (3) years of relevant experience may be substituted for the Graduate Degree.
Researcher
Summary

o Bachelors with 5 years experience or 10 years direct work experience

Minimum/General Experience and Education: Bachelors Degree in related discipline. An additional five (5) years of relevant experience in related work environment. Additional five (5) years of relevant experience may be substituted for the Degree.
